I remember the opposite of that happened to me once. So I was Italy trying to form the Italian empire until USA declares war on basically the entire world. I knew he was a troll because even though almost every nation was winning he never left or signed a peace treaty. But eventually he started signing the peace treaties (he probably left) and then I finally got to form the Italian empire.
