The Angevin Empire + Franco-British Union + British Empire + North-Sea Empire would be the strongest out of all of these since soviet + russian empire is literally just russian empire

Iberian + spanish empire is just the spanish empire with a barely known nation so it doesnt stand up to the all of the uk formables combined

Russia can basically only make 2 of the same Formables with diff names.

Spain is just Spanish empire with portugal

USA is just North American union

Italy is the closest to being as strong since it can make Roman empire and EU

China can make qing but all of these pale in comparison to the UK, who is legit just British empire + Norway, Denmark, Iceland, and France. And British empire is pretty huge + strong.
