Depends. Are you playing as a country with basically no MP, then Massed. do manouvre otherwise

Static is probably the best one generally

Massed is beyond ass if you have low mp, it just turns your troops into paper. Massed is good when you have high mp and you can outnumber your opponents 30:1

Static is the best one overall. spec does have certain uses while manoeuvre and massed are ass

Static is good against bad players, the moment you face an actually skilled player who knows min maxing, micromanagement, general maxxing and how to correctly brute force, your shitty static lines defense will fall faster than a stack of cards
