Depends. Are you playing as a country with basically no MP, then Massed. do manouvre otherwise

Static is probably the best one generally

Massed is beyond ass if you have low mp, it just turns your troops into paper. Massed is good when you have high mp and you can outnumber your opponents 30:1

@Polloloko0o static is very low skill ceiling, when you meet a good player you’re gonna get murdered

Static is the best one overall. spec does have certain uses while manoeuvre and massed are ass
