Simply because a country was occupied by an empire doesn't mean it was willing or truly believed itself to be part of it, and wanted to continue on its legacy. The Byzantine empire willingly called itself the Eastern Roman Empire, and decided to try to reform the empire, with them successfully taking back control of the Mediterranean for a while. If Norway stayed Nazist after their occupation and tried to retake all of the lands part of Nazi Germany, then the comparison would be a lot more viable.

@Invasion3908 he is kinda right though, eastern roman empire actually managed to reunite their control over the Mediterranean

Byzantine empire

If we're being literal about it the Italians would've been them as they are Roman, however they didn't have anything comparable to the Roman Empire. If we're being honest, the Ottoman Empire was the closest anyone got to reforming it (if not then they were the successors to the Byzantines)
