No, the Republic of China (ROC) did not integrate Outer Mongolia, and there was no formal integration of Outer Mongolia into the ROC prior to the Mongolian independence movement.
After the fall of the Qing Dynasty in 1911, Mongolia declared its independence from China. The ROC, which was established in 1912, inherited territorial claims over Mongolia based on historical ties and considered Mongolia to be part of its territory. In 1921, the situation changed when the Mongolian independence movement received support from the Soviet Union. To clarify, the ROC did not have effective control or integration of Outer Mongolia before the Mongolian independence movement. The Soviet support played a significant role in the Mongolian revolt and the subsequent establishment of an independent Mongolian state.
