We try to politically restore ties with germany, providing resources for trade. We'd start construction of more cargo ships, because we were going to trade a lot more... This would hopefully make hiter not pissed

Sweden would not want to be affiliated with germany, as doing so would put them at great risk with international relations. Their short lived membership ended.
Sweden, would consider joining. After building significant industry, and building up a large millitary, they would be ready to break their neutrality. They would join, and would ask to create a joint training program in every faction member's millitary, as their millitary needed training.
We'd propose an non agression pact with finland, so finland would not worry about us. We'd then build up our millitary via training our soldiers and using our industry to manufacture guns and tanks.
We'd attempt to research a new kind of light tank model.
I think what portugal needs to do is wipe out spain very quick, then they're set for success.
