I'm relatively new and get good starts on certain nations but i mostly play in private servers and some materials aren't available in the servers, is this a downside to private servers or is it just a bug?

So unatural resources, electronics, for example, wont be in private servers?
Some planes can survive without their wing, shoot the tail, it makes them loose control and spiral to the ground.
