Bhutan, Play as Assam and build recruitment centers and develop to tier 4/7 to receive more manpower and income, build 2/3 electronic factories and buy copper and gold, and sell to AIs so you can gain more money while developing your own land.

Justify at

Nagalim, annex them with your 6k troops, train your troops to Mountain Specialization to annex Arunachal Pradesh, justify and annex. For the final strategy, justify at
