Arunachal Pradesh does not have any formables in the current version. The best thing to start off would be to conquer India and some of its neighbours while you have the chance. Start off by building up some infantry and also with attacking and annexing Assam so you can use its square city to gain tanks. Then, start going for other eastern Indian releasables ( Tripura, Nagalim, Kangleipak, Mizoram, Meghalaya, and Gorkhaland.) and Bhutan and Nepal. Later, when you get a lot of tanks, you can start going for Burma and Bangladesh, for extra Money and Manpower. After using more of your Infantry to conquer Sindhudesh, Khalistan, and Kashmir, possibly taking Sri Lanka along the way, you can start scaling up your military to take care of the biggest threats: India, Pakistan, and Dravida Nadu. With that, you pretty much just dominated the Indian Subcontinent. You could expand along the Middle East or possibly set up for a war with China.
