The Balkan Federation is all mostly Hilly with the exception of northern Croatia and Serbia as well as Eastern Bulgaria, western Albania, and the area around the city of Athens, which are all flat.

Starting Moves[]
All nations in the Balkans have inferior economies to their neighbors, and to overcome this, you want to first gain an economic advantage as well as a military advantage. Create 2 electronic factories, 1 steel factory, and 1 motor factory. Make sure to buy the resources needed to sustain these factories, and once you are done constructing the electronic factories, you want to sell the electronics you produce to AI nations. You will also want to build tanks as fast as possible once you finish construction of steel and motor factories. Construct these factories in different cities so they take as little time as possible to create.
Enact the press censorship policy, and then you should raise your taxes to high. If you are a powerful nation in the Balkans, make sure to raise government spending to low. If you are a small nation in the Balkans, you can set your government spending to high as well as research spending.
If your only aim is to form the Balkan Federation, you want to obtain allies to fend off other nations such as Italy and Turkey. Secure alliances with as many nations as possible against these nations. Good options for alliances are: Russia, Germany, Egypt, France, and Iran.
When invading nations you require, you do not need to go one by one. You want to invade several nations at a time in a certain order so you can focus on each.

First focus on annexing Croatia and Macedonia. Wait until your tanks are finished construction and then blitzkrieg both nations.

You should invade nations in this order: Macedonia, Serbia, Albania, Greece, Montenegro, Croatia, Slovenia, Bosnia and Herzegovina.
