The Cook Islands Federation was created in 1891, after the Kingdom of Rarotonga was given the island of Aitutaki. It lasted until 1915, when it was given to New Zealand.
The Cook Islanders supported the Federation and wanted to add 
Niue if possible. They presumed they would still be self governing but the government of New Zealand had other plans. It eventually did encompass Niue for a short while. The Cook Islands Federation was made up of the islands of the southern group of the Cook Islands - Rarotonga, Mangaia, and Aitutaki - and the Nga-Pu-Toru - Atiu, Mauke, and Mitiaro. The laws of the Cook Islands Federation were made by the local parliament, however, they had to receive approval from a Resident from Britain. In 1894, the Parliament pronounced a declaration on land, detailing Māori custom on land tenure, and stating that those customs could only be changed by each island's respective council. In 1899, the Parliament of Cook Islands ruled that the high court of the Cook Islands Federation could not give any punishment worse than those outlined by the Criminal Code Act of 1893, and The Summary Jurisdiction Act of 1894, which were both laws of New Zealand, and that both acts of New Zealand were to be adopted entirely.
In 1892, the island of Takutea was set up as a penal colony, but in 1899 its use ceased, and the island of Manuae was used instead.

Australia expanding into the pacific to form the Australasian Federation and it most likely will invade you for Niue.- New Zealand invading you to form their mission Onward, New Zealand.
- Any other pacific islands or a foreign power from Asia or the Americas expanding into the pacific for resources or money.
Strategy[]
Make 1 electronic factory in Avarua. Take political reformer and head of government leaders if you can find.
Research the research boosting researches.
Justify on Niue, buy 2 copper and 2 gold from other countries.
When you have the electronic factory done, sell 5 electronics to 3 AI countries.
Maximize every spending except anti corruption. Spam infantries, and attack Niue.
Then form.
Now you are ready for crossing oceans.
What to do now:
-Justify to New zealand and Australia.
- Build one steel and one motor factory in Alofi, build one fertilizer and one consumer goods factory in Avarua.
- Buy; 4 iron, 1 titanium, 2 tungsten, 4 phosphate. And make sure you have these resources and trades are stable.
- Build 2 recruitment centers in 2 city.
When the factories finish building you must:
- Fill internal market demands of Fertilizer, Consumer goods.
- Sell remaining Consumer goods
- Get Improve infrastructure policy.
- Get Conscription law to limited.
- Create a military group and assign a leader to it.
- In doctrines get Specialization
- Assign all your soldiers to the military group you created.
Now you need to spam as much soldiers as possible and invade New zealand.
When you get New zealand build one consumer good factory in Alofi.
Reset the land doctrine and get Manoeuvre Warfare and Armored fist if you have enough point.
Spam tanks now:
- Specialize the tanks to arid and train till they are the steel star trained.
Declare war to australia if they are AI.
IF THEY ARE NOT AI then go to alternative tab.
Get australia and build recruitment centers at new zealand.
Get a military attack related leader. And start continuing to fascism ideology.
War on indonesia first and the domino pieces will just fall off and you will get Alam melayu.
Dont forget to get big allies near you like USA, Russia, China, not japan because japan can get philippines and will delay your alam melayu forming.
Justify on South africa (train the tanks while waiting)
Declare war on south africa, bait home guards and then annex it.
Now you will continue expanding from Africa, get a leader that is related with military and continue with fascism ideology.
