Strategy[]

Djibouti has a very small taxation pool, so you should start by building 3 electronics factories and buying the required resources. Justify on Eritrea and Yemen, and if one of them is a player, justify on Somalia instead. After your electronics factories are built, sell all of your Electronics to AIs. When the justifications are done, build as much troops as possible and declare war on Eritrea, make sure to use AI Luring so you don't lose all your army. Justify on Ethiopia and Somalia. While you're invading Eritrea, build a submarine, you will need it for Yemen. Now, after you conquered Eritrea, set your government spending to high. Regenerate your troops and develop all your 5 core cities. When your troops fully regenerated, declare war on Yemen. Now, send all your troops to capture Al Mukalla, then move them quickly to Hadiboh, and put your submarine near Al Mukalla so you can destroy its home guard. When your 5 cities are developed, build 1 steel factory and 2 motor factories and buy the resources needed so you can make tanks. Justify on Kenya and Uganda, and send your troops to all Yemeni cities with over 1 million population. before setting them to auto-capture. When you conquer Yemen, declare war on Somalia while you're waiting for unrest in Yemen to go below the yellow line. Now, when you can make tanks, conquer Ethiopia and form the Sultanate of Ifat, and you can go your way in conquering the world. Also, build a fertilizer factory and civilian factories so you have extra stability boost.
