Agents will play a significant and crucial role in Espionage.

Espionage is a highly anticipated major update indefinitely planned for release at an unspecified future date. This update will introduce numerous groundbreaking concepts and mechanics across various aspects of the game, including foreign spying, counterespionage, intelligence gathering, special agencies, and more. It remains one of the largest (if not the largest) and most long-awaited updates, still largely unknown to the public. The revolutionary features teased have gained significant attention within the community since the first preview on February 19, 2021.[1]

Paused Development[]

On April 11, 2021, Hyperant, the sole developer of the game, announced in the Official Discord that the development of Espionage had been officially paused. The decision was due to significant challenges, the substantial time commitment required, a lack of enjoyment in the project, and the burden of other priorities.[2] Although the project was not completely canceled, there have been no official previews or leaks from Hyperant regarding Espionage since February 23, 2021.[3]

However, two years later, on July 21, 2023, an official and comprehensive document was created and released by a Suggestions Council associate, which was approved by Hyperant. Despite this, there have been no indications that Hyperant has begun working on the concept outlined in the document. The following year, on March 31, 2024, during the 03/31/2024 "Major" Update, a fake Espionage concept was temporarily released as an April Fools' joke but was eventually removed.

All information in this article is subject to change, as the update has not been released yet.

Document-Based Features[]

On July 21, 2023, a suggestion that contained a complete, comprehensive document outlining the mechanics behind Espionage was considered by the Suggestion Council[4] in the Official Discord, and subsequently approved by Hyperant.[5] The document as a whole is compartmentalized into many upcoming features, primarily intelligence agencies, secret agents, policies, events, and national modifiers.

Unknowingly, the document has been privatized by the creator due to unspecified reasons. Despite this, there are no confirmations if Hyperant later rejected or abandoned the document.

Intelligence Agencies[]

Interfaces[]

Intelligence Agencies Interfaces Chart
Intelligence Agency Introduction
Image Description
  • The process of building an intelligence agency starts in the 'Espionage' interface. A new interface, previewed in 2021, was introduced to support the upcoming espionage feature.
  • The 'Country' interface is different than the one shown in-game, because this document was published before the 07/16/2023 Minor Update (July 16, 2023), which was the update that rearranged the Country interface.
Espionage Tab
Image Description
  • The tab will show the name and level of your intelligence agency. Tier I to Tier VI nations, along with releasables, will have a "[demonym] Bureau" name. Other countries will have unique names matching their real-life counterparts.
  • For balancing reasons, every nation will start with a Tier I intelligence agency, regardless of the starting status of their country, as well as the Versatile policy.
Management Interfaces
Image Description
  • The upper half of the espionage tab is utilized for the management of your agency. As mentioned previously, it displays the name and level of your agency, as well as the number of agents one can currently manage, and the policy (with its icon) that your agency operates under.
  • The intelligence agency can be upgraded through the use of Political Power. Upgrading to each tier costs 200 PP. Each tier will grant one an extra agency, along with making the policy your agent operates in more effective, but more costly to change your policy.

Policy Modifiers[]

Political Power Costs:[]

  • Upgrading each level costs 200 political power.
  • Changing a policy costs 100 political power, and increases by 100 each time the Intelligence Agency is upgraded.

🛡️ Domestic Security
Epigraph Policy Description
"It matters not what faces the rest of the world. The deadliest enemies of a society dwell within its own borders, and it is our duty to protect the people from these internal threats." Domestic Security revolves around protecting your country from any other players' espionage activities. As such, the offensive abilities of your agents under this policy are extremely limited.

Your agents will relocate slower and conduct operations slower than those of your rivals. However, national security is stronger compared to Versatile and Foreign Intervention.

⚔️ Versatile
Epigraph Policy Description
"In an increasingly advanced world, threats to our national security will come from inside and out. The only way to protect our nation from everything is to be prepared for everything." Versatile attempts to fit a wide variety of playstyles, with defensive and offensive abilities. Although it cannot outclass Domestic or Foreign Intervention, it gives nations a stable balance of both, as well as providing a jump-start in experience to any and all Agents.

👁️ Foreign Intervention
Epigraph Policy Description
"The war for information has begun; and by devoting all of our resources the infiltration and destabilization of foreign powers, we can win it before they even begin fighting." While Foreign Intervention has a weak start in terms of protection, it is the best policy for offensive capabilities. Foreign Intervention completely involves cutting your enemies down from the shadows swiftly and silently before the deployment of the armed forces.

Agents[]

The other pivotal component of Espionage comes in the form of individuals who serve as secret agents. These individuals work for the intelligence agency.

Interface[]

Agents Interfaces Chart
Agent Interface
Image Functions
  • Located in the same place as your Intelligence Agency, the bottom half of the Espionage tab contains the general overview of the actions of all your agents. The basic overview will include the rank (and accompanying icon) of the agents, their names, their current operation, and the time it will take their current task to be completed.
  • Two items that can only be seen in the general overview are a Captured Agent, and the 'Recall Agent' button. When an agent is captured, or otherwise removed from service, you immediately lose their services, and can no longer interact with them. The game will automatically initiate a 180-day timer to replace your agent with a new Trainee.
  • You can have a maximum of five agents naturally, and six agents under the right circumstances. This cannot be increased, even if a Defector loses their status, technically opening the slot again.
  • The 'Recall Agent' button, when pressed, immediately returns the agent to your country, and gives the status 'Unassigned'. This can be used to potentially save your agents from capture against a defensive opponent, or give you time to devise their next moves elsewhere.
Agent Management
Image Functions
  • Everything that involves operations, traits, and experience can be found in the 'Manage Agent' menu to the right of each agent. The general layout of each agent's menu is the same.
  • In the Agent's specific menu, their name will always be displayed. For the espionage main menu, and for popups, though, if they are at Secret Agent rank, they are only shown as 'Secret Agent [last name]'.
  • For convenience purposes, agents will share their name pools with the other generals of their respective countries. Additionally, though, there is a set of easter egg names that an agent can potentially pull from, as opposed to a regular name. These names are universal (any country can have these names).
Trait Overview
Image Functions
  • Hovering over a trait will show the flavor text, as well as the bonuses that each trait gives to certain operations.
  • Certain operations will be extremely difficult to fire without either your agency dedicated towards Foreign Intervention, or without an agent with a trait for that specific operation. Certain traits will also dedicate an agent to a certain path of operation, making others increasingly difficult.
Orders
Image Functions
  • As expected, agents are also able to undertake a wide variety of internal operations. These operations can range from something as important as getting info from a nation to as devastating as forming a custom insurgency.
  • When any operation is selected the 'Country' menu will show the countries you can perform this action against. For cases like Steal Technology, Sabotage Industry, etc. A search bar also exists to facilitate the search of a nation.
Targets
Targets
Image Functions
  • Rarely, after selecting a country, the player will also be presented with the opportunity to select a specific target within that country. If there is no 'target' valid for the chosen operation, the operation will be ready for execution.
Targets Selected
Image Functions
  • As soon as a target is selected in this case, or as soon as the country is selected if there are no valid targets, the player will be able to select 'Execute Order' to move their agents and carry out the operation.
  • Hovering over the button will button will show the rough time of completion, and the rough chance of success.

Traits[]

If all the agents a player could recruit were exactly the same, there would be no incentive to level up or focus spies on certain objectives. Agents start with a random trait and are given another random trait with each level up. There can only be a maximum of six traits per agent (with the right conditions).

Operations[]

There will be a wide variety of operations that an agent can be assigned to, either for benefiting your own nation or for sabotaging another. The more destructive an operation is to a country, the harder it becomes to accomplish.

Most operations are 'stackable', meaning two or more of the same type can be conducted simultaneously. This allows different agents to be assigned to the same operation, either in the same or different countries.

Agents require 30 days to travel between locations both before and after every operation. This duration can be influenced by the 'Agent Deployment Speed' stat.

Types of Operations[]

There will be a total 15 different operations that can be conducted.

Counterespionage
  • No Chance of Success: Constantly Active
  • Target Country: Own Country
  • Target Objective: Eliminate any foreign spies within the individual's borders
  • Operation Time: Infinite - Until the Agent gets assassinated by enemy agents (only occurs with a Defected Agent) or recalled.
  • Stackable: Yes
  • +10%/15%/20% Base Intel Resistance per Initiate/Agent/Secret Agent
  • +5%/10%/15% Chance to Catch Spy per Initiate/Agent/Secret Agent
  • 5,000 XP on success
  • Multiple Agents can be stacked on this operation. Each individual grants a bonus according to their rank.
  • 'Success' is catching an enemy operative. If there are multiple agents, the experience goes to the agent with the lowest experience.
Gather Intelligence
Gather Intelligence
  • No Chance of Success: Constantly Active
  • Target Country: Any
  • Target Objective: Gather information and intelligence
  • Operation Time: Infinite - Until the Agent gets caught (captivated by enemy authorities or defects to the enemy's intelligence agency) or recalled.
  • Stackable: Yes
  • This operation does not have a set time. Upon arrival, it fires each month, giving XP with each procedure. Agents assigned to this mission do not automatically return after completion. The operation fires on repeat until they are reassigned or recalled.
Frame Country
Frame Country
  • Base Success Chance: 50% (Likely)
  • Target Country: Any
  • Target Objective: Fail a country's operation

  • Intentionally fails an operation for another country
  • Selected country gets a fake failed operation on behalf of the target country
  • +1,500 XP On Success
  • The first country you choose is the intended target. The second country is the country you want to frame for an operation. The target country must be a player.
Assassinate Traitor
  • Base Success Chance: 50% (Likely)
  • UNLOCKABLE Special Operation
  • Target Objective: Assassinate a defected agent
  • Operation Time: 6 Months
  • Stackable: Yes
  • Success: 'Good Riddance'
  • Removes Selected Agent from Game
  • Gain +5 Stability
  • +10,000 XP On Success
  • For the success chance of this operation, it has some pretty steep bonuses. However, it has these because of how difficult it is to get this position in the first place.
  • If the targeted agents are captured or killed, all agents targeting them are returned and available for reassignment
  • As Explained in Defection, the player will not know whether or not an agent defects, or is captured and killed during an operation. This is where Gather Intelligence comes into effect.
Steal Technology
  • Base Success Chance: 40% (Unlikely)
  • Operation Time: 6 Months
  • Target Country: Any
  • Target Objective: Steal Any Technology

  • Kills Selected Military Leader
  • +3,000 XP on Success
  • If the targeted military leader is killed, all agents targeting the same leader are returned and available for reassignment
  • The Base Success Chance of this operation is 25% (Unlikely). This base chance decreases by -5% for each level past their starting level, down to 5% (Very Unlikely) at the Field Marshal/Fleet Admiral/Air Chief Marshal ranks.
Spread Unrest
  • Country: Any
  • Target Objective: Spread unrest in releasables

  • +3,000 XP on Success
  • If the targeted releasable declares independence, all agents targeting the same leader are returned and available for reassignment
  • The Base Success Chance is dependent on the releasable's population compared to the country's total, or the formula:

(Releasable Population / Total Population) = x

  • If 0 =< x < 10%, Base Success Chance = 25% (Unlikely)
  • If 0 =< x < 20%, Base Success Chance = 20% (Very Unlikely)
  • If 0 =< x < 30%, Base Success Chance = 15% (Very Unlikely)

  • If the target releasable your country own country, the success chance is doubled.
  • This operation cab be stacked, with different effects. The first time this operation succeeds, it will organize protests at the target releasable. If this operation succeeds for a second time and city unrest is still above the limit, the target will instantly release. If city unrest is NOT above the limit, the operation will simply organize protests again.

  • Inflict Hit of -15 Stability
  • +15,000 XP on Success
  • If Spread Insurgency succeeds, or Widespread Insurgency is otherwise acquired, all agents on the operation are returned and available for reassignment.

Formula for Operations[]

(Base Success Chance + Insurgency Bonus + Depression Bonus + Loyal Trait - Defector Trait - War Exhaustion Penalty) x (Agency Chance of Success x Corruption Bonus - 'MODIFIED') x (Agent Trait)

(Base Intel Resistance - War Exhaustion Bonus)

Decimals are always rounded up.

Formula Operation Modifiers[]

Corruption Bonus ('MODIFIED')[]
  • Applies when target country has Rampant Corruption modifier
  • 1.5x Agency Chance of Success

Note: the Rampant Corruption national modifier was removed as of the Corruption Rework Update. Therefore, this modifier may be manipulated or removed.

Insurgency Bonus[]
  • Applies when target country has Widespread Insurgency modifier
  • +10% Base Success Chance to ALL Operations
Depression Bonus[]
  • Applies when target country has Economic Depression modifier
  • +5% Base Success Chance to ALL Operations
War Exhaustion Penalty[]
  • Applies per point of your own War Exhaustion
  • -5% Base Success Chance per War Exhaustion
War Exhaustion Bonus[]
  • Applies per point of your own War Exhaustion
  • -10% Base Intel Resistance per War Exhaustion

Extra Notes for Operations[]

  • Although these bonuses will commonly appear only after a country has already fallen pretty far in stability, is an incentive for players to focus on removing these modifiers and building their agency for times like this.
  • All thse bonuses and penalties apply when the operation is first launched. These values will not change in the middle of an operation.
  • On the other hand, when an operation fails. There is also a formula to determine what chance an agent has to get caught by authorities.

Formula For Capture[]

(Base Intel Resistance / 5) + (5 x Active Counterespionage with Trainees) + (10 x Active Counterespionage with Agents) + (15 x Active Counterespionage with Secret Agents)

(100 + War Exhaustion)

Decimals are always rounded up.

Formula Capture Modifiers[]

War Exhaustion Bonus[]

  • Applies per point of target country's War Exhaustion
  • +5% Increase to Divisor per War Exhaustion

Extra Notes for Capture[]

  • The formula does not relate to capturing an agent; whenever this formula succeeds, and the right conditions are met, this formula instead becomes an opportunity for an agent to defect.

Defection[]

While agents stand as the vanguard in the world of espionage, they also bear the weight of potential betrayal, capable of forsaking allies and aligning with the very forces they vowed to obliterate.

Defection Interfaces[]

Function Image Description
Spy Detained
Spy Detained
  • Whenever an espionage operation fails, and the agent is taken into custody by the target country, the target country will have the opportunity to recruit the enemy agent for their purposes. The event will only occur if the country does NOT have another agent with the 'Defector' trait, or six agents.
  • As mentioned previously, in addition to the three main outcomes of an operation, defect is a fourth that can only be seen by the target country. The country who dispatched the agent will have no idea if an agent defects.
No negotiation with terrorists
No Negotiation Against Terrorists
  • Selecting the first option, 'We will not negotiate with terrorists.', removes the agent from the game. Holding the trial will boost stability by +5.
Welcome to the team
Defected Agent Accepted
  • Selecting the second option, 'Welcome to the team', is notably more complicated. It takes a lot of time and resources to make someone disappear; especially from their own agency. An additional agent, as well as the bonus intel they provide, though, could go a long way.
  • The downside to choosing to recruit a defector to your agency is the financial requirements, as well as the fact that they will lose a random trait, and be more of a risk to your agency. The cost to recruit a defector is 25% of their original country's income. The minimum this can be is $50,000,000.
  • On the upside, the agent will also bring some sort of intel to freshen the deal. They can also bring some bonuses (see below).
Agent Defection Bonuses
Defected Agent Accepted
  • Upon accepting 'Welcome to the team' option, the agent will automatically provide only one of these three bonuses:
    • Gain 200 Research Points
    • Gain 150 Political Power
    • Espionage Actions, Espionage Policy, and Base Intel Resistance of the country the defected agent originated from, or simply called '[Source Country]'.
  • Be wary of recruiting a defector, as they may attract some unwanted attention; and their former agency they previously worked for may track and assassinate them as soon as possible.

Events/Dilemmas[]

Espionage Alert Dilemma

The icon indicating the dilemma/event involves Espionage

Naturally, when attempting to manage and invest in a highly classified governmental agency, some events are bound to occur that are out of the agency's control. Some dilemmas could be spontaneous opportunities of luck that give a decent boost to various fields of the agency, while others could paint public perception and threaten the stability of the agency, and the nation.

Most of these events will also tie to the later Modifiers segments, which will detail the long-term effects to the nation and agency.

New Events[]

This section incorporates new events that planned to be added once the Espionage Update releases.

  • Any effect that is italicized indicates it's a new modifier.
Event Description Modifier Notes
Political Maneuvering
"Sometimes, it is hard to convince other politicians to agree with your policies. However, there are many alternate ways we can gain support. A key political figure will agree to endorse us, in exchange for compensation of course."
Bribe Official: "They take your payment, and the next day they announce their support for your regime. It is however a questionable move.."

Blackmail Official*: "A politician will do anything to maintain their office. It sure would be a shame if [Agency Name] were to make some of these questionable dealings...public"

  • Gain 100 Political Power
  • Gain 4 Stability
  • Increases chance to cause Blackmail Threat
  • Increases chance to cause Agency Investigation

Refuse: "We don't need to resort to dubious methods to gain support. We will simply seek it elsewhere."

  • The Widespread Conspiracy is added to the Bribe Official choice as a possibility.
  • The 'Bribe Official' political power bonus is raised to 100, due to the amount Espionage requires.
  • Refuse's description is rewritten.
Violent Confrontations
"It is unclear who started it, but violent clashes have broken out between the population and military on the streets. We must tread carefully as this can escalate even further."
Stand Down: "You order the military to stand down, allowing the demonstrations to go on unhindered."

Vilify the Protests*: "By painting the protests as a mob of rioters and looters, we can forego the military and make the public fight itself"

  • The entire Vilify the Protesters option is a new addition.
National Monument
"There have been calls for us to construct a great national monument, one that will inspire our citizens to work harder, or simply just enough for our nation to be more stable. Constructing one will be costly however."
Construct Monument: "The monument is constructed and for a moment, the people feel more united."

Ignore: "You do not care about some measly monument"

  • No effect
  • The cost of Construct Monument is greatly decreased as monuments can be targeted and destroyed by external agents.
Blackmail Threat
"One of the persons we had met in private recently is now threatening to expose to the public the secretive deals that were made between unless we pay them a hefty sum of money as well as political support in order to keep quiet. If this gets out to the public, it will greatly harm your reputation. What shall you do?"
Accept Demands: "You give in to their demands"

Reject Demands: "Despite your protests, your secrets are revealed and your reputation is tarnished"

Attempt to make them....disappear: "They know too much and thus must be taken cared of. There is a substantial risk of getting caught however..."

  • Increases chances to cause Assassination Revealed
  • +5 corruption
  • 'Inefficient Agency' is added to the 'Accept Demands' choice, as it could draw doubt on the abilities of your agency to protect confidential information.
  • 'Widespread Conspiracy' is added to 'Reject Demands' tree, as it would lead to suspicion of other corrupt dealings in the official if revealed.
  • The 'Bribe Official' political power bonus is raised to 100, due to the amount Espionage requires.
  • Refuse's description is rewritten.
Researcher Killed
"A key researcher has been killed while on his way to the research agency, his documents, and his attack, vanishing without a trace. Research progress has been set back!"

  • Researcher Killed can also be caused by having the Compromised Agency national modifier, instead of just Widespread Insurgency
  • Description is also rewritten to conform with both possibilities.
Counter Insurgency Operation
""We have been presented an opportunity to make a targeted strike against the insurgents. However, it will take a lot of resources in order to conduct this operation, but the trade offs are worth it in reducing their attacks."
Conduct Operation: "Your military carries out a series of attacks against the insurgents, reducing their capabilities"
  • Lose a decent amount of manpower

  • The entire 'Infiltrate the Insurgency' option is a new addition. It does not progress towards End of Insurgency, but reduces the likelihood of negative events at a reduced cost for those who are unable to afford the Counter Insurgency Operation.

Extra Changes[]

Fund Rebels[]

Funding Rebels is considered to be removed from the game as the core aspects surrounding the backbone of Espionage will completely take over its purpose.

Technology[]

There are a few reasons why the technology menu will not feature or include Espionage.

  • Firstly, due to the design of this document-based concept, it is challenging to incorporate technology effectively.
  • Secondly, the 'Steal Technology' operation encourages players to explore different tech trees, making it impractical to use the stolen research points for espionage tech.
  • Lastly, real-life espionage evolves too rapidly for a fixed technology tree to capture it accurately. Instead, 'Improved Cipher Technology' and 'Special Operations Training' national modifiers represent short-term advances in the field.

Unassigned Agent QOL (Quality of Life)[]

Another way to easily access the espionage menu will be a interface at the bottom of the screen, similar to the 'Technology Available' or 'Rising Corruption' tab, when you have an agent that is not currently assigned to a mission.

Hovering over the button will show all the agents that are not currently on assignment, and clicking on it will take you to the same menu shown above.

Intelligence Spending[]

Security Spending could impact various aspects of Espionage. However, the document released on July 21, 2023, does not mention Security Spending as it is introduced as an economic law in the 10/25/2023 Major Update (October 25, 2023), which occurred over three months later.

Summary[]

Understanding the concept of espionage can be challenging, so here's a quick and concise summary.

The groundwork of espionage of espionage can be cut into two divisions: Agencies and Agents.

Agency[]

Because a country's priorities can change significantly depending on global affairs, Agencies should be able to switch focuses between being Interventionist (specialized in foreign operations), Domestic Security (specialized in protecting the country from external espionage attacks), or Versatile (specialized in both, but the master of none). The agency policies are upgradable to further improve their abilities, and to facilitate the recruitment of more Agents.

Agents[]

So that no strategy can be the same, Agents have a wide variety of traits that they can randomly gain upon leveling up. They can gain XP through a wide variety of missions, depending on the difficulty and length of the mission.

If an agent succeeds, they return home. If they fail and get captured, they will be replaced after 180 days with a new, randomly generated trainee. Agents can also defect, abandoning their original country and agency to align with the forces they once opposed. However, there are unique operations, namely 'Gather Intelligence' and 'Assassinate Traitor,' designed to track down and eliminate defected agents.

While an agent is not actively engaged on a assignment, agents are marked as 'Unassigned' in the Espionage main menu. There are also special Events which can place Agents 'On Leave'.

Events[]

Events are dilemmas that impact the agency's actions, and if these actions are exposed, they can influence the stability of a nation. They range from providing a minor boost to a current operation to the severe consequence of the entire agency being compromised by a third party, resulting in a new National Modifier.

National Modifiers[]

National Modifiers mainly deal with minor details of the agency, except for Compromised Agency. Compromised Agency is the 'Widespread Insurgency' of the Espionage Update, enabling an chain of negative events before infiltration is purged entirely, giving a boost in each of the three potential fields it could have impacted: Agent (Agency), State (Government), or Institute (Research).

Policies[]

Policies primarily strengthen the digital security of a nation, while also offering some level of support to foreign operations and agents' performances.

Hyperant-Based Features[]

While these features were the first few previews of Espionage, showcased by Hyperant, the sole developer of the game, in February 2021, the official espionage document will most likely serve as a replacement. However, some information in the document is subject to modification.

Agents can be hired and also have levels. They can be dismissed (fired) and if on a mission, have that mission aborted. It takes time to fulfill orders.

Clicking on the agency name gives you a list of things you may do with your Agent. All known orders are:

  • Assassination
  • Sabotage
  • Steal Technology
  • Terrorism
  • Counterespionage
  • Move

Terrorism[]

Clicking on Terrorism allows you to select and destroy buildings of another nation, as well as blame it on another country allowing you, the true offender, to evade war.

Move[]

Clicking on Move allows you to move agents into another country.

April Fools Update[]

Visit main article: Espionage/Espionage (April Fools 2024)
On the 03/31/2024 "Major" Update (March 31, 2024), Hyperant would release a fake preliminary concept of the long-awaited Espionage Update, as part of an April Fools joke. This "major" update (considered a "minor" update, but was labeled as "major" as part of the joke) would be the first April Fools update in 4 years.

On April 2, 2024, the fake Espionage interface, along with the update log that announced its introduction in the lobby, were both removed from the game.
