Agents will play a significant and crucial role in Espionage.
Espionage is a highly anticipated major update indefinitely planned for release at an unspecified future date. This update will introduce numerous groundbreaking concepts and mechanics across various aspects of the game, including foreign spying, counterespionage, intelligence gathering, special agencies, and more. It remains one of the largest (if not the largest) and most long-awaited updates, still largely unknown to the public. The revolutionary features teased have gained significant attention within the community since the first preview on February 19, 2021.[1]
Paused Development[]
On April 11, 2021, Hyperant, the sole developer of the game, announced in the Official Discord that the development of Espionage had been officially paused. The decision was due to significant challenges, the substantial time commitment required, a lack of enjoyment in the project, and the burden of other priorities.[2] Although the project was not completely canceled, there have been no official previews or leaks from Hyperant regarding Espionage since February 23, 2021.[3]
However, two years later, on July 21, 2023, an official and comprehensive document was created and released by a Suggestions Council associate, which was approved by Hyperant. Despite this, there have been no indications that Hyperant has begun working on the concept outlined in the document. The following year, on March 31, 2024, during the 03/31/2024 "Major" Update, a fake Espionage concept was temporarily released as an April Fools' joke but was eventually removed.
All information in this article is subject to change, as the update has not been released yet.
Document-Based Features[]
On July 21, 2023, a suggestion that contained a complete, comprehensive document outlining the mechanics behind Espionage was considered by the Suggestion Council[4] in the Official Discord, and subsequently approved by Hyperant.[5] The document as a whole is compartmentalized into many upcoming features, primarily intelligence agencies, secret agents, policies, events, and national modifiers.
Unknowingly, the document has been privatized by the creator due to unspecified reasons. Despite this, there are no confirmations if Hyperant later rejected or abandoned the document.

Unique Agencies[]
The top 30 countries in the rankings at the start of the game will receive a unique intelligence name, identical to its real-life counterpart.[6] The remaining countries and all releasables receives the generic name, so will their formables.
Agents[]
The other pivotal component of Espionage comes in the form of individuals who serve as secret agents. These individuals work for the intelligence agency.

Traits[]
If all the agents a player could recruit were exactly the same, there would be no incentive to level up or focus spies on certain objectives. Agents start with a random trait and are given another random trait with each level up. There can only be a maximum of six traits per agent (with the right conditions).

Easter Egg Names[]
Some agents can possibly acquire Easter Egg names upon being recruited.[7] These names are references to other stealth franchises, both in video games and in other mainstream medias.

Operations[]
There will be a wide variety of operations that an agent can be assigned to, either for benefiting your own nation or for sabotaging another. The more destructive an operation is to a country, the harder it becomes to accomplish.
Most operations are 'stackable', meaning two or more of the same type can be conducted simultaneously. This allows different agents to be assigned to the same operation, either in the same or different countries.
Agents require 30 days to travel between locations both before and after every operation. This duration can be influenced by the 'Agent Deployment Speed' stat.
Types of Operations[]
There will be a total 15 different operations that can be conducted.

Formula for Operations[]
(Base Success Chance + Insurgency Bonus + Depression Bonus + Loyal Trait - Defector Trait - War Exhaustion Penalty) x (Agency Chance of Success x Corruption Bonus - 'MODIFIED') x (Agent Trait)
(Base Intel Resistance - War Exhaustion Bonus)
Decimals are always rounded up.
Formula Operation Modifiers[]
Corruption Bonus ('MODIFIED')[]
- Applies when target country has Rampant Corruption modifier
- 1.5x Agency Chance of Success
Note: the Rampant Corruption national modifier was removed as of the Corruption Rework Update. Therefore, this modifier may be manipulated or removed.
Insurgency Bonus[]
- Applies when target country has Widespread Insurgency modifier
- +10% Base Success Chance to ALL Operations
Depression Bonus[]
- Applies when target country has Economic Depression modifier
- +5% Base Success Chance to ALL Operations
War Exhaustion Penalty[]
- Applies per point of your own War Exhaustion
- -5% Base Success Chance per War Exhaustion
War Exhaustion Bonus[]
- Applies per point of your own War Exhaustion
- -10% Base Intel Resistance per War Exhaustion
Extra Notes for Operations[]
- Although these bonuses will commonly appear only after a country has already fallen pretty far in stability, is an incentive for players to focus on removing these modifiers and building their agency for times like this.
- All thse bonuses and penalties apply when the operation is first launched. These values will not change in the middle of an operation.
- On the other hand, when an operation fails. There is also a formula to determine what chance an agent has to get caught by authorities.
Formula For Capture[]
(Base Intel Resistance / 5) + (5 x Active Counterespionage with Trainees) + (10 x Active Counterespionage with Agents) + (15 x Active Counterespionage with Secret Agents)
(100 + War Exhaustion)
Decimals are always rounded up.
Formula Capture Modifiers[]
War Exhaustion Bonus[]
- Applies per point of target country's War Exhaustion
- +5% Increase to Divisor per War Exhaustion
Extra Notes for Capture[]
- The formula does not relate to capturing an agent; whenever this formula succeeds, and the right conditions are met, this formula instead becomes an opportunity for an agent to defect.
Defection[]
While agents stand as the vanguard in the world of espionage, they also bear the weight of potential betrayal, capable of forsaking allies and aligning with the very forces they vowed to obliterate.

Events/Dilemmas[]

The icon indicating the dilemma/event involves Espionage
Naturally, when attempting to manage and invest in a highly classified governmental agency, some events are bound to occur that are out of the agency's control. Some dilemmas could be spontaneous opportunities of luck that give a decent boost to various fields of the agency, while others could paint public perception and threaten the stability of the agency, and the nation.
Most of these events will also tie to the later Modifiers segments, which will detail the long-term effects to the nation and agency.
New Events[]
This section incorporates new events that planned to be added once the Espionage Update releases.
Event | Prerequisites | Description | Options |
---|---|---|---|
|
So careless...: "Agency analysts take advantage of these new findings to pinpoint our target."
| ||
|
Tin foil hats, everyone.: "The government and press begin work to ease fears of such a conspiracy."
| ||
|
So much paperwork...: "The [Agency Name]'s abilities are restricted while a much-needed shakeup is underway."
| ||
|
Good work, agent.: "[Agency Name] is fully inducted into the ranks of the [Agency Name]. Any restrictions placed on their status are hereby revoked."
| ||
|
Funds Defensive Research: "R&D is granted funding for the good of homeland security. This investment places us on the cutting edge of encryption and enciphering technology"
Fund Strategy Development: "[Agency Name]'s operations department is granted a temporary boost in funding, boosting the acquisition or new equipment, and streamlining the chain of command."
Save the Money: "They have been keeping up with the times so far. The agency can make do while the affairs of the state are properly sorted out."
| ||
|
Allow The Investigation: "We establish a committee to look into the [Agency Name]'s actions over the past few months. Their operations are hindered, but the public is reassured."
Stage an Incident: "Work [Agency Name], we stage a false-flag operation to change public interest. With war on the horizon, any thought of an investigation should slip into the shadows."
Refuse to Comply: "Any mention of an investigation is instantly cast down. The outright refusal is suspicious to some parties, but there is little they can do...right?."
| ||
|
Disavow the Agent: "The [Agency Name] disavows any knowledge the agent's action. Their credentials are stripped, their identity revoked, and their name erased."
Stage an Assassination: "We claim that, in revenge, foreigners trespassed on our soil and killed [Agent Name]. While they remain in deep cover, protests will soon give away to patriotism."
Defend the Operation: "We do what we must because there is no other choice. Say what they will; [Agent Name] has made our nation infinitely safer with their work."
| ||
|
Take the Gambit: "With one last relay, [Agent Name] is instructed to terminate all communication and take the job. When we next hear from them our target country will be history."
Play it Safe: "[Agent Name] is instructed to hastily reject the proposal. We will not leave any part of this operation to something so fickle as luck."
| ||
|
Conduct Operation: "Authorize the strike team to operation with full discretion. Whatever they have to do, get into that site, and get our man out of there."
Abandon the Operation: "[Agent Name] knew what they were signing up for when they took the job. This little experiment has gone too far: no matter what the agency may protest."
| ||
|
Collect the Package: "Whatever may be in that package, it is better off in our hands than in theirs. They may think they have trapped us, but refusing such information is the real trap."
Stay the Course: "Who knows what could be in such a package: a bomb, a tracer, a toxin; some secrets are better left hidden."
| ||
|
Prioritize our Agents: "Every second our agents remain in this field, their lives are put at greater and greater risk. If we're going to get to the bottom of this crisis, we need experience: we need our agents."
Prioritize the State: "Who If they have gotten into the agency itself, they have no doubt infiltrated every level of government. If we focus there, we can secure the state before purging this treason from the top down."
Prioritize the Institute: "Our technological edge is what keeps our nation sovereign. If we allow this data breach to continue, we must as well be giving away our top-secret military projects."
| ||
|
Pay for Insurance: "If they found [Agent Name], we can bet that they have information on all of our operatives. It won't end here. If we add a little extra under the table, though, that list could... disappear."
Pay the Ransom: "The agency is already in tatters. As frustrating as it is, we can't afford to lose of the only agents we can trust.."
Do Nothing: "We are spread too thin back home. As painful as it is, we cannot afford to send millions into the void to save this agent"
| ||
|
Recall for Questioning: "An operation may be underway: but with this development, we cannot trust a single person that team to accomplish it. We will sort who's who in [Capital Name]."
Do Nothing: "We may be in a precarious state, but that dossier could be a real trap. If we turn against each other, any hope of saving this agency is lost. We will have to take the risk."
| ||
|
Arrest the Politician: "Attempting to track down some kind of shadow organization is a waste of time and resources. We have the perpetrator - lets deal with this here and now."
Follow The Rabbit Hole: "Keeping this activity monitored could lead us one step closer to our rogue infiltrators. Once we have our trace, we can take down this treasonous plot in one fell sloop."
| ||
|
Maintain the Arrest: "Although we cannot reveal the reason until investigation is over, we must stand our ground. We cannot show weakness in such a critical moment."
Release Him: "Making such a drastic reversal could put the agency at a dire risk, but without the support of the people, our investigation will end before it even began."
| ||
|
The outcome was never a doubt.: "The depth of the conspiracy is revealed to the public. Although there will always be skeptics in the ranks, a massive wave of patriotism has swept to the nation bringing these traitors to justice."
| ||
|
Remain Top Secret: "For all we know everyone in that chamber could be in on the plot. Though it will cause political outrage, for now, we can't afford to allow any outside interference."
Allow Government Oversight: "A government committee is established for oversight and briefing."
| ||
|
Hire Cryptologists: "Cracking this encryption will get our scientists back up to speed with minimal downtime; but with the help of a few specialists we could reverse-engineer the technology to future-proof our entire network."
Proceed as Usual: "Divide our existing resources between research and decryption. It will take some time, but we'll all have learned a valuable lesson about suspicious websites."

Extra Changes[]
Fund Rebels[]
Funding Rebels is considered to be removed from the game as the core aspects surrounding the backbone of Espionage will completely take over its purpose.
Technology[]
There are a few reasons why the technology menu will not feature or include Espionage.
- Firstly, due to the design of this document-based concept, it is challenging to incorporate technology effectively.
- Secondly, the 'Steal Technology' operation encourages players to explore different tech trees, making it impractical to use the stolen research points for espionage tech.
- Lastly, real-life espionage evolves too rapidly for a fixed technology tree to capture it accurately. Instead, 'Improved Cipher Technology' and 'Special Operations Training' national modifiers represent short-term advances in the field.

Unassigned Agent QOL (Quality of Life)[]
Another way to easily access the espionage menu will be a interface at the bottom of the screen, similar to the 'Technology Available' or 'Rising Corruption' tab, when you have an agent that is not currently assigned to a mission.
Hovering over the button will show all the agents that are not currently on assignment, and clicking on it will take you to the same menu shown above.
Intelligence Spending[]
Security Spending could impact various aspects of Espionage. However, the document released on July 21, 2023, does not mention Security Spending as it is introduced as an economic law in the 10/25/2023 Major Update (October 25, 2023), which occurred over three months later.
Summary[]
Understanding the concept of espionage can be challenging, so here's a quick and concise summary.
The groundwork of espionage of espionage can be cut into two divisions: Agencies and Agents.
Agency[]
Because a country's priorities can change significantly depending on global affairs, Agencies should be able to switch focuses between being Interventionist (specialized in foreign operations), Domestic Security (specialized in protecting the country from external espionage attacks), or Versatile (specialized in both, but the master of none). The agency policies are upgradable to further improve their abilities, and to facilitate the recruitment of more Agents.
Agents[]
So that no strategy can be the same, Agents have a wide variety of traits that they can randomly gain upon leveling up. They can gain XP through a wide variety of missions, depending on the difficulty and length of the mission.
If an agent succeeds, they return home. If they fail and get captured, they will be replaced after 180 days with a new, randomly generated trainee. Agents can also defect, abandoning their original country and agency to align with the forces they once opposed. However, there are unique operations, namely 'Gather Intelligence' and 'Assassinate Traitor,' designed to track down and eliminate defected agents.
While an agent is not actively engaged on a assignment, agents are marked as 'Unassigned' in the Espionage main menu. There are also special Events which can place Agents 'On Leave'.
Events[]
Events are dilemmas that impact the agency's actions, and if these actions are exposed, they can influence the stability of a nation. They range from providing a minor boost to a current operation to the severe consequence of the entire agency being compromised by a third party, resulting in a new National Modifier.
National Modifiers[]
National Modifiers mainly deal with minor details of the agency, except for Compromised Agency. Compromised Agency is the 'Widespread Insurgency' of the Espionage Update, enabling an chain of negative events before infiltration is purged entirely, giving a boost in each of the three potential fields it could have impacted: Agent (Agency), State (Government), or Institute (Research).
Policies[]
Policies primarily strengthen the digital security of a nation, while also offering some level of support to foreign operations and agents' performances.Hyperant-Based Features[]
While these features were the first few previews of Espionage, showcased by Hyperant, the sole developer of the game, in February 2021, the official espionage document will most likely serve as a replacement. However, some information in the document is subject to modification.
Agents can be hired and also have levels. They can be dismissed (fired) and if on a mission, have that mission aborted. It takes time to fulfill orders.
Clicking on the agency name gives you a list of things you may do with your Agent. All known orders are:
- Assassination
- Sabotage
- Steal Technology
- Terrorism
- Counterespionage
- Move
Terrorism[]
Clicking on Terrorism allows you to select and destroy buildings of another nation, as well as blame it on another country allowing you, the true offender, to evade war.
Move[]
Clicking on Move allows you to move agents into another country.
Images[]
April Fools Update[]
Visit main article: Espionage/Espionage (April Fools 2024)
On the 03/31/2024 "Major" Update (March 31, 2024), Hyperant would release a fake preliminary concept of the long-awaited Espionage Update, as part of an April Fools joke. This "major" update (considered a "minor" update, but was labeled as "major" as part of the joke) would be the first April Fools update in 4 years.
On April 2, 2024, the fake Espionage interface, along with the update log that announced its introduction in the lobby, were both removed from the game.
Trivia[]
- According to the document, you can have a maximum of five agents naturally, and six agents under the right circumstances. This cannot be increased, even if a Defector loses their status, technically opening the slot again.
- The espionage document contains a lot of references to characters or figures in other stealth/espionage games. These are Metal Gear Solid, Hitman, Splinter Cell, Jason Bourne, G.I. Joe, Mission: Impossible, Blade Runner, Austin Powers, and Jack Ryan. It also has a few real figures, such as Robert Hanssen, Chris Kyle, and Juan (Pujol) Garcia.
- Hyperant has hinted that political leaders will be linked with Espionage, presumably towards assassination.[8]
- There are no mentions of political leaders in this article or the document as the document was released on July 21, 2023, while political leaders would officially become a feature in 10/25/2023 Major Update (October 25, 2023), happening three months later.
