The European Union is a formable that can be formed by conquering most of the countries in Europe except for the
Faroe Islands,
Gibraltar,
Guernsey,
Iceland,
Isle of Man,
Jersey, most transcontinental and debatably European states and ironically, apart from Northern Ireland, the
United Kingdom (which was still part of the EU at the time the formable was added). It can be formed by all the nations it includes.
Forming the EU as
Germany,
Italy,
Sweden, or
France will grant you the Germany Modern skin, the Italy Modern skin, the Sweden Cold War skin, and the France Modern skin respectively.
It borders Russia,
Turkey,
Gibraltar, and
Morocco, And further has maritime borders with Iceland And The United Kingdom.
Due to the addition of the Spanish African semi-enclaves of Ceuta and Melilla and
Cyprus, the formable also has territories in Africa
and Asia
.

Pan-Europeanism refers several ideologies, but in general to a normative belief in some form of European geopolitical, cultural, ethnic or racial entity. Pan-Europeanism may imply political action on the basis of common traits recognized in European people, countries and cultures, and on the basis of intimate intra-European international relations - their inclusion in the European Constitution, for instance. In the strict sense, pan-Europeanism is a form of pan-nationalism seeking to promote some form of European unity, in some cases implying the constitution of a European state or geopolitical entity of sorts. Early pan-Europeanist organisations, such as the early International Paneuropean Union, competed with other pan-nationalist ideals such as pan-Germanism. After the Second World War, the European Economic Community and its successor the European Union came to be seen as the only path to European integration, and other pan-Europeanist ideas were marginalised. Recently, the term pan-European has been used within the European Union, to designate activities at EU, rather than national, level. The 2009 European elections, for instance are only open to pan-European political parties, although most of them are alliances of existing national parties.

Economy and Manpower[]
The EU also has a massive economy, with a base stat of 11,924,380 million dollars, putting the EU 4th place on the rankings, just behind India. The population of the European Union is the large amount of 215,694,088 people, giving the EU a manpower cap of 4,313,882 million on volunteer conscription, rivaling those of
India, the
United States, and
China. However,
China still has more manpower. The economic power and manpower cap of forming the EU makes this giant beast worth it, if you can even form it.

Strategy[]
As
Germany[]
The first thing you should do activate the Ignore Safety Regulations policy, and construct 1 motor factory, 1 steel factory, 1 electronic factory, and 1 fertilizer factory. If you can, construct 1 civilian factory. (When you are done building every factory you need for the set up, disable the policy to avoid any corruption.) Justify on Liechtenstein and Luxembourg and bring the closest 90k infantry to it. Bring your Berlin home guard to the Bavarian hills and mountain specialize them. Maximize your military spending, go Static Lines > Greater Support > Fortification Effort (Be sure to obtain Stalwart Defense once you have enough military power.) After your justification on Liechtenstein is over, take it and justify on Austria, then later, Switzerland. Using your money from conquering Liechtenstein, try to obtain a total of 3 civilian factories and sell the consumer goods from them to AI countries such as India or Brazil. Using your mountain specialized infantry, taking Switzerland, and Austria should not be a problem. Sooner or later down the line, try to form the Frankish Empire to get a good modifier and cores on key European countries. Use these core cities to create tanks to take out Iberia, the Balkans, the Nordics, Britain, and Eastern Europe. For more advanced players, following this strategy fast enough and with a little bit of RNG, it is possible to form the European Union as early as 2021 or 2022.
Even though Germany has economic might,
Spain,
France, and
Finland are also great options due to
Finland and
France having multiple resources, with some for tanks and even planes.
Spain is mediocre in resources and has tungsten, and is protected by many hills on its borders, and Semi-Mountainous terrain on its border with
France. In short, playing as
Spain provides lower resources, but enough to start tank production, and you don't have to deal with its mountain range, since you start off with it. When forming, remember to never stop justifying on countries you need to form.
