A referendum on union with the Northern Mariana Islands was held in Guam on 4 November 1969, regarding the political status of Guam and the possibility of unification with the Northern Mariana Islands. The referendum asked Guamanian voters to choose between three options: statehood, independence, or integration with the Northern Mariana Islands.

The referendum resulted in a majority of voters selecting integration with the Northern Mariana Islands as their preferred option. However, the results were non-binding, and no formal action was taken to implement the unification. Guam remains an unincorporated territory of the United States, separate from the Northern Mariana Islands.

Strategy

Playing as Guam.

First, choose either Guam or the Northern Mariana Islands. From there, buy 2 Gold and 2 Copper. You will need this for an electronic factory and make one factory. Once you have Electronics, sell them to AI countries to get your economy going.

From here, if you’re Guam, build a submarine and buy 0.5 units of Oil, Justify “conquest” on the Northern Mariana Islands. After declaring war, position the submarine between the two Northern Mariana Islands and use your homeguard to capture the southernmost island. Their homeguard will be lured through the water where your submarine is, and they should be killed by the submarine. Then, send your troops to their capital and capture the 2 cities. Then, send a peace treaty to annex them.

Playing as the Northern Mariana Islands

However, if you are the Northern Mariana Islands, it might be slightly longer. Start training 50k more troops in your capital and make a frigate in the city of Rota. Justify “conquest” on Guam and move your frigate away, Then declare war, Send your frigate to bombard them, then send your 70k troops (50k trained + your homeguard) to Guam's capital. With the help of your Frigate, you should defeat the AI homeguard and capture the capital. Annex them via sending a peace treaty and form the Federation of the Mariana Islands.
