The Finnic Union is a formable located in Europe 
. It can be formed by either 
Finland and 
Estonia. Either needs to invade the other to form this formable. This formable is fairly easy to form, especially as Finland, seeing as all you need to do is invade one tiny nation.

The idea of forming an Estonian–Finnish federation has been discussed several times in history, but has never been achieved. The idea of a federation was born as early as the 19th century, but it did not really take shape until the beginning of the 20th century. In Finland, views on the Union were mainly negative, and the idea of a union of countries was maintained mainly in Estonia. Finland did not want to focus on the Baltic states, but rather on Scandinavia. The same reasons also led Estonia to seek allies in the Nordic countries. One of the most prominent supporters of the Estonian–Finnish union was the President of Estonia Konstantin Päts.
After the June 1940 coup, Konstantin Päts drew up a draft of the Estonian–Finnish federation, which was handed over to Paavo Hynninen, an assistant to the Finnish Foreign Minister, through the commanding officer H. Grabb before Päts was deported to Russia.

Although very easy to form (as Finland), 
Russia will want to form 
Soviet Union or 
Russian Empire, therefore will annex both Finland and Estonia.
Other than the Russian threat, there is also the others :
Sweden - who might to invade you to form the Swedish Empire.- Ukraine, Poland or Belarus - they need you for the Intermarium.
- Any other European country who would want to expand into Scandinavia to get more land.
Strategy[]
Unless Russia takes Estonia and Finland first, this is an easy formable. For either Estonia or Finland, get as many troops as you can and justify on the other country. Take a city near the Capital and then the enemy AI will try and take it back (But, with 60-80k troops you will destroy them). Then, move your troops to the capital city, and then set the troops to auto-capture. And Voila! You have formed the Finnic union. This strategy usually works as Estonia and Finland players are very often AI.
