Fortifications, commonly referred to as forts, are buildings that can be constructed in cities to enhance both the city’s stronghold and the garrison stationed there.

Once erected, fortifications will provide some advantages:

  • Doubles the city's resistance, making it significantly harder for enemies to capture the city successfully.
  • Provides a 2x (+100%) attack boost to the ground division stationed on the fortified city, increasing their combat effectiveness against enemy armies.
  • Provides a 2x (+100%) defense boost to the ground division, improving their ability to withstand direct confrontations with enemy ground units, as well as artillery, aircraft, and naval bombardments.
  • Reduces city damage caused by nukes and bombers.

Costs[]

Construction[]

The cost of constructing a fortification is influenced by two factors: the current population of the city and whether the city is officially owned or occupied during war.

Owned Cities[]

  • Costs five times the city's population.
  • Minimum cost of $125,000. Any city with a population less than 25,000 will still cost $125,000.
    • Example 1: A fort in a city with a population of 1,000,000 would cost $5,000,000.
    • Example 2: A fort in a city with a population of 15,000 would cost $125,000.

Occupied Cities[]

  • All construction costs are doubled.
  • Costs ten times the city's population to build.
  • Minimum cost of $250,000. Any city with a population less than 25,000 will still cost $250,000.
    • Example 1: A fort in a city with a population of 1,000,000 would cost $10,000,000.
    • Example 2: A fort in a city with a population of 15,000 would cost $250,000.

Steel Requirements[]

  • All forts require a fixed cost of 15 units of steel for construction, regardless of the city's population or ownership status.

Maintenance[]

The cost of maintaining a fortification is also influenced by two factors: the current city's population and whether it is a capital city. However, unlike construction cost, all occupied cities have the same maintenance costs as owned cities.

Non-Capital Cities[]

  • Costs are calculated as the population of the city divided by 24.
  • Minimum maintenance cost is $40,000. Any city with a population less than 960,000 will still cost $40,000 to maintain.
    • Example 1: A fort in a city with a population of 10,000,000 would cost $416,667 to maintain.
    • Example 2: A fort in a city with a population of 150,000 would cost $40,000 to maintain.

Capital Cities[]

  • Maintenance costs are one-fourth the normal cost.
    • Costs are calculated as the population of the capital city divided by 96.
  • Minimum maintenance cost is $10,000. Any capital city with a population less than 960,000 will still cost $10,000 to maintain.
    • Example 1: A fort in a capital city with a population of 10,000,000 would cost $104,167 to maintain.
    • Example 2: A fort in a capital city with a population of 150,000 would cost $10,000 to maintain.

Entrenchment[]

Since fortifications are buildings, entrenchment will receive a 2x (+100%) boost to both attack and defense. Many players strategically entrench their ground units in fortified cities, especially on unique terrain or biomes, to repel enemy attacks effectively.

Flanking can still overwhelm fortified and entrenched forces, so it is recommended to use two to three units to cover the rear and left/right flanks to minimize its impact.

Strategies[]

Fort Placement[]

Forts should be placed on cities with a strategic value to the player (e.g., large cities or cities located in important areas that inhibit enemy advance). The capital city should usually be the first city to fortify since it is the player's most important city. Other cities should also be prioritized, such as the ones that contain important factories, airports, large population, highly developed areas, or cities that produce large amounts of vital income. Cities positioned near an enemy's border, at risk of being among the first to be captured in the event of war, should ideally be fortified, regardless of their population.

Although it may be considered highly unsportsmanlike, spamming forts across hundreds of cities is a strategic move that can be executed if you have enough money and Steel to construct and maintain them, regardless of the city’s location or population. This tactic is typically more viable in the middle or late game when most countries have developed powerful economies and militaries.

Bombardment Reduction[]

Fortifications built will halve the damage of a nuclear explosion but the fort will be completely destroyed. For example, instead of the standard 50% destruction of a city's population caused by a nuclear explosion, forts will halve the death toll, resulting in roughly 25% instead. Fortifications also reduce the damage delivered by bombers.

Tips for Ground Defense[]

Forts provide a 2x (+100%) attack and defense bonus to the garrisoned division, so make sure to entrench on the fortification if your enemy is rushing the city.

Tips for Invading[]

  • Forts are not fully immune or foolproof from external threats, and fortified cities could succumb by enemy forces. However, it will take longer than seizing regular cities.
  • If the enemy lacks anti-aircraft or fighter units, the player can use a set amount of bombers in order to destroy the forts and severely reduce defense, allowing the player efficiently strategize its military in order to successfully capture the city.
  • If the enemy has anti-aircraft or fighters, artillery can be used to diminish the enemy forces and make capturing it less costly. The player can also ram the garrison with a large amount of tanks, which will usually destroy any artillery and/or anti-aircraft and expose the infantry or tanks, facilitating the air bombardment of the fort.

Controversy[]

Before the 06/10/2024 Minor Update (June 10, 2024), players were limited to constructing fortifications in a maximum of three cities simultaneously. This restriction was lifted in the minor update, allowing fortifications to be built in any number of cities without limit. However, this change sparked significant controversy, debates, and outcry within the community:

  • Proponents of this update argued that the three-city limitation was a hassle and inconvenient, creating unnecessary challenges in constructing fortifications. Players found it time-consuming to select only three cities at a time for fortification, especially when preparing a powerful defense across numerous locations before a war.
  • Opponents of this update contended that it exacerbated the already absurd resistance levels of cities, making capturing them increasingly difficult for the attacking side. The removal of the limit allowed defenders to spam forts across many cities, rendering them almost unconquerable when combined with other city resistance modifiers. This situation was particularly concerning for occupied cities, where the defenders could build additional forts. Moreover, the maintenance cost for these fortifications remained relatively low, even for cities with substantial populations, such as those around 25 million.

However, on July 12, 2024, just a month later, the 07/12/2024 Minor Update was released, introducing a requirement of 15 units of Steel for fortification construction. This adjustment was part of an effort to address the widespread calls for a reduction in the power of city resistance. Despite this change, the update did little to alleviate the ongoing controversy surrounding the excessive strength of defensive capabilities, a popular issue that continues to this day.

  • The fortification icon is derived from the game Europa Universalis IV.
  • On the 1/26/2024 Minor Update (January 10, 2024), fortifications were now able to built on occupied cities during war; however, it will cost more than building one on the homeland. Prior to this update, fortifications were not able to built on occupied cities.
