Timor was never an island of peace, from it's colonization by the Portuguese to it's occupation under Indonesia, with the island never obtaining a glimpse at peace. Despite the independence of the east following international pressure, the west remained under Indonesian occupation. Yet against all odds, the tiny state of Timor-Leste, determined to liberate its brethren, has marched west into West Timor, uniting the island for the first time since the Empire of Wehali of old....

Description of forming Great Timor


Great Timor is a formable for Timor-Leste, located in Oceania . It requires the Timor-Barat, which is on the west side of the island of Timor. It is the smallest formable in the game with only two cities.

Historically, the idea of uniting Timor Island had been expressed by several Timorese groups. The earliest reference point is the pre-colonial Empire of Wehali, whose center was in today's West Timor, but the ruling group was the Tetun speaking Belunese associated with the inhabitants of the Eastern Timor.

During the Japanese Occupation of the Island (1942–45), there were some Japanese and Timorese efforts to unite West and East Timor through match-making between the traditional authorities of Dutch and Portuguese Timor. Especially, Tōru Maeda (a Japanese intelligence agent, later poet, who served in Viqueque and Atambua) was instrumental in a matchmaking between the family of Don. Joaquim da Costa of Ossu and the Nai-Buti clan in Atambua.

During 1974–75, APODETI, an East Timorese party expressed its will to integrate East Timor and West Timor through an integration into the Republic of Indonesia. This idea was reflected in the original Portuguese version of so-called Balibo Declaration in which the signatories lamented the separation with the "Indonesian people of Timor" through demarcation of the colonial borders. East Timor was invaded and occupied by Indonesia in 1975, which annexed the territory as its "27th Province" in 1976, but in a referendum held in 1999, the people of East Timor voted to end Indonesian occupation and become an independent state. This caused widespread anger among many Indonesian nationalists, particularly in the military.

In 2001 and 2002, before East Timor's independence, there were claims by the Indonesian military and some commentators, that this would inspire the secession of West Timor from Indonesia. FRETILIN's independence movement never laid claim to West Timor at any time, before the Indonesian invasion or thereafter. After the Recovery of Independence in 2001, the government of East Timor fully recognises Indonesia's existing boundaries as inherited from the Netherlands East Indies.

Threats[]

  • Indonesia is your main threat due to their size. Not only do you require a city from Indonesia in order to from Great Timor but also that Indonesia requires to own Timor-Leste to form the Alam Melayu and vice versa. Which means conflict between Indonesia is inevitable. (Inevitable)
  • Any Malay State requires to own Timor-Leste inorder to form the Alam Melayu (Common-Uncommon)
  • Japan may seek to restore the Empire of Japan would need the same tile as you need to form the Great Timor which means it might lead to a conflict of interests. (Common-Uncommon)
  • Australia is also a threat since Australia is the easiest country to form the Oceanic Union, which requires all of Timor-Leste (Uncommon)
  • Portugal is required to own Timor Leste to restore the Portuguese Empire.(Uncommon)
  • Any nations in Oceania is required to own and control Timor Leste inorder to form the Oceanic Union.(Uncommon-Very Uncommon)

Strategy[]

Perhaps the most easiest way of forming Great Timor is just asking an Indonesian Player to simply cede the required city to you, however you may not have the luxury of having a player that plays Indonesia or a Player that is willing to cede the city to you without conflict.

Strategy for forming Great Timor

Step 1: Create 2 Electronic Factories and purchase 4 units of Gold and Copper from one or more countries in South America and Africa because they are the generally safe from invasion. Sell Electronics at 5 units for Superpowers, 3-4 for Regional Powers and 2 for Minor Power as well as 1 if possible to Island nations. While trading also make sure to buy 4.5 units of Phosphate, 4 units of Iron, 2 units of Tungsten and 1 unit of Titanium. Avoid trading with countries that is near player to prevent the trades from being cancelled.

Step 2: Use the money to max out Government Spending for rushing Socialism and later Communism for its manpower benefits as well as Military Spending for increased attack to pack a stronger punch as you will need it. You should also go for Limited Conscription for additional manpower because playing as Timor-Leste will not benefit much from tax income at the start but rather from trade. Build a Steel Manufactory for Steel, Motor Factory for Motor Parts ,and Fertilizer Factory for Fertilizer so you can build a Civilian Factory to not only increase the stability by 25% for additional manpower gain but to sell spare Consumer Goods sell to the AI. Make sure to use both the Military Service Act and Public Service Act in policies. It can not be stressed enough that Manpower is the core problem throughout the entire playthrough.

Step 3: Train as many Infantry as you can with your limited manpower pool and train them as Timor-Leste simply does not have the resources, manpower or even square cities to embark on a invasion of Indonesia on its own. Therefore it is best to justify and naval invade Singapore for its valuable square city. While at the same time justify on Malaysia. Once Singapore no longer has unrest, use Singapore's square city to train tanks which are more manpower efficient. Afterwards invade Malaysia for its manpower, make sure to take a neighbouring minor city and use ai luring to lure in their home guard to your entrenched troops. Alternatively invading Papua New Guinea, New Zealand and Australia in that order for its square cities and manpower could prevent conflict from players ruling Indonesia, Malaysia or even Japan although it is less than ideal.

Step 4: Once you have annexed Malaysia and Singapore or alternatively Papua New Guinea, New Zealand and Australia as well as good stability, justify on Indonesia and buy Oil if necessary to sustain the Tanks as well as soon the Navy. Build some destroyers or submarines, after which when the justification is completed, send out a small unit of tanks, (~400-600) tanks on to a island such as Tanjungpinang (The closest), Ranai, Pangkalpinang or Tanjungpandan. Because these are islands, it would not only lure the Indonesian Homeguards but convert it into transport which can be sunk by destroyers or submarines. This means that you will suffer hardly any causalties by avoiding a direct battle between your land units and Indonesia's.

Step 5: After the the destruction of the Indonesian home guard from the ships, you may auto-capture or manually island hop for best results.Eventually after capturing 90% of Indonesia's cities you may be able to force peace and full annex Indonesia, allowing you to not only meet the singular city requirement for Great Timor but annexation of all of Indonesia as well. If Indonesia is a player however, you must rush to take over the city of Kupang (Preventing Indonesia from spawning units on the same island as you) and defend the coast with the navy.
