For this reason he stressed the importance of taking steps that require “a transition from the stage of cooperation to a stage of union in a single entity.” It is well known that that the Saudi king surprised the attendees at the GCC conference held in Riyadh just over one year ago in December 2011 when he made his famous call for the political unification of the Gulf. The union proposal, initially designed to contain Shi'ite Muslim dissent in Bahrain and counter the growing sway of Shi'ite Iran, surprised Gulf Arab leaders when King Abdullah first unveiled it at a summit in December 2011. Rather than fade away, it acquired momentum when a Saudi minister outlined plans for shared foreign and defense policy in April.
