Background

Datu Mustapha(Chief minister of Sabah from 1967 to 1975, Governor of Sabah from 1963 to 1965, and President of the United Sabah National Organization also known as the USNO) had historically been alleged by members of the Malaysian and British governments to have advocated for the creation for the creation of an independent state consisting of Sabah and parts of the Southern Philippines.
