The Khmer Empire is a formable of Cambodia located in Southeast Asia

India doesn't intervene. The Khmer Empire has a population of 17,680,705 million. Forming this will grant you the Devaraja title.
Background[]
The Khmer Empire, officially the Angkor Empire, the predecessor state to modern Cambodia ("Kampuchea" or "Srok Khmer" to the Khmer people), was a Hindu-Buddhist empire in Southeast Asia. The empire, which grew out of the former kingdoms of Funan and Chenla, at times ruled over and/or vassalised most of mainland Southeast Asia and parts of Southern
China, stretching from the tip of the Indochinese Peninsula northward to modern Yunnan province, China, and from
Vietnam westward to
Burma.
Its greatest legacy is Angkor, in present-day Cambodia, which was the site of the capital city during the empire's zenith. The majestic monuments of Angkor, such as Angkor Wat and Bayon, bear testimony to the Khmer Empire's immense power and wealth, impressive art and culture, architectural technique, aesthetics achievements, and the variety of belief systems that it patronised over time. Satellite imaging has revealed that Angkor, during its peak in the 11th to 13th centuries, was the largest pre-industrial urban centre in the world.
The beginning of the era of the Khmer Empire is conventionally dated to 802 when King Jayavarman II declared himself chakravartin ("king of the world", or "king of kings") on Phnom Kulen. The empire ended with the fall of Angkor in the 15th century.

The Khmer Empire's terrain is Hilly in Laos, the eastern half of
Cambodia, and the three northernmost tiles of
Thailand, along with the rest of the
Burma border tiles. The rest of the Khmer Empire is flat.
Biome[]
Except for the northern most tile of Thailand and the northern half of
Laos, the Jungle biome encompasses all of the Khmer Empire.

The Khmer Empire have 110 cities, its biggest city is Bangkok from Thailand, and the capital is Phnom Penh.
Strategy[]
Immediately join as Cambodia, justify on
Thailand and
Laos, and build a steel manufactory, a motor factory, and an electronics factory. Buy the necessary resources for these factories. Next, specialize your home guard for the Jungle biome. Afterwards, you're ready for your war with Laos.
War With Laos[]
Bait its home guard by capturing one of the 3 cities closest to your border. Once you defeat it, micro-manage these infantry around the country to capture all cities except for the capital of Vientiane, as it is the most populated city, so you will lose more men capturing it. This is because the AI during auto-capturing will most likely go for this capital city. After you captured all its cities except for Vientiane, force peace and annex Laos.
War With Thailand[]
With your remaining manpower, create at least 3-4 tank divisions and a frigate. Once finished, specialize your tanks for the Jungle, and move your infantry southward for the next step. Once you are done training, declare war on Thailand and sail your troops to capture the southern city of Surat Thani to Bait the Thai home guard. Then, as its home guard sails to recapture the city, intercept them with your frigate. In order to minimize the chance of your tanks accidentally entering combat with the home guard, it is best to intercept them out at sea near the city of Chumphon. Afterwards, capture the capital Bangkok with your tanks, and auto-capture Thailand with them once it falls. If you want, your troops down south can join in the invasion as well. Make sure to create more tank divisions when your numbers start dropping to keep the war effort going. Once Thailand has less than 10% of their cities left, force peace it.
Once Thailand capitulates, annex it. Now, you can form the Khmer Empire!
