According to the Primary Chronicle, a historical record of Kievan Rus, the Varangian prince Rurik was invited to rule over the region in the late 9th century, thus establishing the ruling dynasty. Under the rule of the Varangian princes and their successors, Kievan Rus experienced significant growth and development. The state established trade connections with neighboring regions, including the Byzantine Empire and other European powers. The introduction of Christianity in 988 by Prince Vladimir the Great had a profound impact on the culture and society of Kievan Rus. Kievan Rus was characterized by a loose confederation of city-states, with Kiev as the most powerful and prominent center. Strategy[]
First ally 
Russia (if it's a player) and tell them to not attack 
Belarus since you need that nation to form Kievan Rus, If needed, do the same with the nations that border 
Moldova and Belarus and tell them not to attack those.
Then justify on Moldova and Belarus and annex both. After forming the Kievan Rus, grow your infantry and trade for tungsten. After that build some Steel Factories and some Motor Parts factories. Now that you have tanks place some artillery in your capital.
Now you should ally The 
United States and 
China because nine times out of ten Russia will be gunning to form the 
Soviet Union or the 
Russian Empire. Is It also recommend to annex the Slavic states so you have better access to the ocean.
