The Kingdom of Fiji was a formable that required Fiji,
New Caledonia,
Vanuatu, and
Tonga. The dove is a sign of peace.

Background[]
The Kingdom of Fiji, also known as the Kingdom of Viti, was a short-lived monarchy in Fiji. It existed from 1871 to 1874, with Ratu Seru Epenisa Cakobau as King.
The Kingdom of Fiji was the first unified Fijian state, and it covered all of modern Fiji, except the island of Rotuma. Cakobau was the Vunivalu (Warlord or Paramount Chief) of the island of Bau. His father, Tanoa Visawaqa, had conquered the Burebasaga Confederacy but never subdued western Fiji. Cakobau controlled most of the eastern parts of the Fijian Islands and declared himself King of Fiji (Self-proclaimed Tui Viti). This met with opposition from other chiefs, who regarded him as at best first among equals. However, in June 1871, John Bates Thurston, the British honorary consul, persuaded the Fijian chiefs to accept a constitutional monarchy with Cakobau as the King, but with real power in the hands of a cabinet and legislature dominated by Australian settlers. The Legislative Assembly met for the first time in Levuka in November 1871.
Within months, government overspending had led to the accumulation of unmanageable debt. In 1872, following continuing economic and social unrest, Thurston approached the British government, at Cakobau's request, with an offer to cede the islands. Two British commissioners were sent to Fiji to investigate the possibility of an annexation. The question was complicated by manoeuvrings for power between Cakobau and his old rival, Maʻafu, with both men vacillating for many months. On 21 March 1874, Cakobau made a final offer, which the British accepted. On 23 September, Sir Hercules Robinson, soon to be appointed the British Governor, arrived on HMS Dido and received Cakobau with a royal 21-gun salute. After some vacillation, Cakobau agreed to renounce his Tui Viti title. On 10 October 1874, Cakobau, Ma'afu, and a group of some senior chiefs of Fiji signed two copies of a Deed of Cession establishing the Colony of Fiji, which lasted for almost a century - until 10 October 1970, when the Dominion of Fiji became a fully independent Commonwealth realm with Queen Elizabeth II as Queen of Fiji.
Strategy[]
Make as much infantry as you can with your small manpower pool and declare war on Vanuatu, Tonga, and New Caledonia after justifying on them. After this, you can form the Kingdom of Fiji.
Note: Develop your cities and make recruitment centers before even thinking about starting the invasions. NEVER make New Caledonia your first target, EVER. Instead, make sure to go after Vanuatu or Tonga first to ensure that your troops don't die within the first 2 seconds of starting the invasion. Sense both Vanuatu and Tonga have 2 cities each, far away from their capital, they should be prioritized. Save New Caledonia for last. Make sure to buy 5 oil units weekly from Saudi Arabia and make a destroyer or frigate to deal with the New Caledonian Army while prioritizing on Vanuatu, and Tonga. Once the New Caledonian Army is gone, send your troops to their only city, and it should be smooth sailing from there. Disband all navel ships and cancel the oil trade with Saudi Arabia. Next stop: New Zealand.
After you're done forming the Kingdom of Fiji, you should take a course of action to invade New Zealand. Make sure you max out your cities so you can get as much money as you can. Make all your factories besides aircraft in your capital. Declare war on New Zealand and capital snipe Wellington to lure all their active personnel if they happen to be A.I. Go after their biggest city after the army of New Zealand is down for the count. Split your army into many sub-divisions once they have been reformed, and capitulate the rest of New Zealand. Good job, now you have tanks.
After that, you should be able to go Democratic. Especially for a tiny island like Fiji, the tax money will play a big role in your expansion. You should set your eyes on Central America, Ecuador, or The Philippines + Papua New Guinea. By this point, you should already have managed the Kingdom pretty well, so the stab drop ain't going to be a major problem any time soon.
Threats[]
Fiji is the 4th strongest nation in Oceania behind Papua New Guinea, New Zealand and Australia, all of which can be threats. Australia in particular often declares war on Fiji to form the Oceanic Union. The United Kingdom may be a huge threat in the late game if they attempt to form the British Empire. New Caledonia could turn into your worst nightmare if you are not prepared before-hand, player or not.
However, irrelevancy is key when playing as any Island nation in Oceania. You can keep yourself irrelevant by just, not talking, and hope nobody notices. This is when you, as a little tiny island, show your true potential.
