Local modifiers are regional modifiers that only affect one city, potentially multiple cities, or a specific tile. As a relatively new feature—officially added in the April 3, 2025 Update—they currently only provide economic benefits, particularly to only four modifiers: increased tax income, resource output, factory output, and population growth.

Local modifiers should not be confused with national modifiers, which apply to the entire nation, whereas local modifiers are regional in scope.

Overview

Localized within a specific city or multiple cities, a local modifier can be viewed by selecting any owned or occupied city during war, then clicking the "Modifiers" button located in the top-right corner. This button will only appear if the selected city has an active local modifier and is either owned or occupied. Upon clicking the button, a secondary interface will appear, displaying the active local modifiers. Hovering over the modifier will reveal its specific effects and expiration date.

Most local modifiers are triggered by purchasing an investment, which applies the modifier for either 180 or 365 days. Alternatively, some local modifiers can occur naturally and remain permanently active. However, as of now, this only applies to a single local modifier—The Vatican in Rome, Italy, based on the real-life country Vatican City.

Natural

These modifiers are naturally provided. They are permanent and cannot be removed under any circumstances.
