Montenegro is a Tier II nation located on the Balkan Peninsula of Europe . The country is very small, having only five cities.

Montenegro is a country in southeast Europe on the Adriatic coast of the Balkans. It borders Bosnia and Herzegovina to the north,
Serbia to the east,
Albania to the southeast, the Adriatic Sea and
Croatia to the west. The largest and capital city Podgorica covers 10.4% of Montenegro's territory and is home to 29.9% of the country's population, while Cetinje has the status of old royal capital. The major group in the country are Montenegrins. Serbs form a significant minority at 28.7%, followed by Bosniaks, Albanians and Croats.
During the Early Medieval period, three principalities were located on the territory of modern-day Montenegro: Duklja, roughly corresponding to the southern half; Travunia, the west; and Rascia proper, the north. The Principality of Zeta emerged in the 14th and 15th centuries. The name Montenegro was first used to refer to the country in the late 15th century. After falling under Ottoman rule, Montenegro regained its independence in 1696 under the rule of the House of Petrović-Njegoš, first as a theocracy and later as a secular principality. Montenegro's independence was recognized by the Great Powers at the Congress of Berlin in 1878. In 1910, the country became a kingdom. After World War I, it became part of Yugoslavia. It came under brief Italian rule during World War II, and, with the rest of the reformed Yugoslavia, became a Communist state. Following the breakup of Yugoslavia, the republics of
Serbia and Montenegro together proclaimed a federation. Following the independence referendum held in May 2006, Montenegro declared its independence and the confederation peacefully dissolved.
Classified by the World Bank as an upper middle-income country, Montenegro is a member of the UN, NATO, the World Trade Organization, the Organization for Security and Co-operation in Europe, the Council of Europe, and the Central European Free Trade Agreement. Montenegro is a founding member of the Union for the Mediterranean. It is also has applied to join the European Union.

Strategy[]
Your first move will be to form the Princedom of Duklja. It'll give you extra stability, and will help in a PVP battle. Make one division (taking you up to 30K) and justify on
Bosnia and Herzegovina. Quickly capture a city, then lure in their 20K. Capture all their cities, then annex their cities. Form Duklja.
Your next move will be to build electronic factories. 3 would be great, though 2 will be nice too. Justify on Serbia, and any other Balkan country. Build more infantry and invade. By now, you will have a sizeable population. Make sure you have allies-
Russia,
France and the
United Kingdom are good choices, but
Egypt,
Spain or
Iran are also decent allies. Conquer the Balkans. This may not go entirely smoothly.
Greece may be a player, though if they attack, you could easily fend off an invasion and even push back. It would be ideal to have Belgrade though, so you can make tanks as it's a square city. If you can get to Athens, that will be perfect, so then you can blitz all their mainland territories. If you feel they are skilled, build a Destroyer (that is if you conquered
Croatia) and scout the Aegean Sea, then capture Crete. Hopefully, Slovenia is free, since taking on Italy and/or Germany will be difficult. Form the
Balkan Federation.
Congratulations! At this point, you are free to try whatever you wish. Here are some suggestions to get you started though
Form the European Union- If
Italy is AI, attempt to invade their peninsula. If they are not, I would suggest using Blitzkreig tactics. Invade their entire eastern coast, giving them a very small time to react. Have multiple small units capturing cities, but 2 big ones: One will capture Rome, while the other will go for Milan. If you are less daring, you can attack
Romania, since seizing their titanium supplies will boost you economy. Invade Central Europe, and by now, you would have reached the middle stage of the game. You will be stuck waiting, waiting for players to become A.I and then quickly attacking.
Colonialism - Colonialism is an easy way to play this nation. Attack the Gold Coast, and gain valuable resources and population. By the time you have taken on the minor nations, you will have enough MP to take on Nigeria. Then you can take both Congo's, and South and East Africa will be pretty open too.
