Germany - Germany requires
Austria,
Switzerland and
Italy for
Frankish Empire, and is highly likely to take
Czech Republic and Austria even if they don't want to form said formable.
Italy - Usually someone is playing as Italy, you need Italy for Ostrogothic Kingdom, and usually Italy expands in the Balkans.
Turkey - Usually Turkey tries to make the
Ottoman Empire, so they need
Bosnia and Herzegovina.

Ukraine,

Strategy[]
Forming the Ostrogothic Kingdom requires luck among other things. First, you have to ally Germany and Poland (if they're a player) and ask them both to not be expansionist. This is extremely unlikely, since players that pick either nation are most likely aggressive players. Also, Italy is often a player and Switzerland is sometimes a player. However, with sheer luck and experience, you can make this happen. If you don't know which nation to form the Ostrogothic Kingdom, please check this randomizer
