The Pacific Federation was a formable that consisted of most of the Pacific Ocean.
Background[]
The Pacific Federation is actually not a real political entity, but a regional formable. The closest thing we had to the Pacific Federation in real life was the Pacific Islands Forum. The Pacific Islands Forum (PIF) is an inter-governmental organization that aims to enhance cooperation between countries and territories of the Pacific Ocean, including formation of a trade bloc and regional peacekeeping operations. It was founded in 1971 as the South Pacific Forum (SPF), and changed its name in 1999 to "Pacific Islands Forum", so as to be more inclusive of the Forum's Oceania-spanning membership of both north and south Pacific island countries, including Australia. It is a United Nations General Assembly observer.
The mission of the Pacific Islands Forum is "to work in support of Forum member governments, to enhance the economic and social well-being of the people of the South Pacific by fostering cooperation between governments and between international agencies, and by representing the interests of Forum members in ways agreed by the Forum". Its decisions are implemented by the Pacific Islands Forum Secretariat (PIFS), which grew out of the South Pacific Bureau for Economic Co-operation (SPEC). As well as its role in harmonising regional positions on various political and policy issues, the Forum Secretariat has technical programmes in economic development, transport and trade. The Pacific Islands Forum Secretary General is the permanent Chairman of the Council of Regional Organisations in the Pacific (CROP).
Australia and
New Zealand are generally larger and wealthier than the other countries that make up the rest of the Forum, with Australia's population being around twice that of the other members combined and its economy is more than five times larger. They are significant aid donors and big markets for exports from the other island countries. Military and police forces as well as civilian personnel of Forum states, chiefly Australia and New Zealand, have recently been part of regional peacekeeping and stabilization operations in other states, notably in
Solomon Islands (2003–) and
Nauru (2004–2009), under Forum auspices. Such regional efforts are mandated by the Biketawa Declaration, which was adopted at the 31st Summit of Pacific Islands Forum Leaders, held in Kiribati in October 2000. The 50th meeting of the Forum took place in Tuvalu in August 2019. In February 2021, Palau announced that it would be leaving the Pacific Island Forum after a dispute regarding Henry Puna's election as the Forum's secretary-general. The
Marshall Islands,
Kiribati,
Nauru, and
Micronesia also decided to leave the Forum after
Palau's decision.
The larger Pacific Community functions mainly to promote international development by providing technical and scientific advice and funding development projects and does not consider security issues or function as a trade bloc.

The only actual land border the Pacific Federation has is the Papua-Indonesian border and the federation itself is entirely surrounded by the Pacific Ocean.

The formable has 36 cities stretching from Palau to Samoa. Its capital depends on which nation you form it as.
Threats[]
The Pacific Federation has multiple threats. These are:
- Australia or New Zealand wanting to form the
Oceanic Union
- Any Austronesian nation wanting to form Alam Melayu.
- An expansionist
Vietnam
- Philippines or Malaysia wanting to form Maphilindo Confederation and also wanting go on a conquest of the pacific.
Strategy (As Papua New Guinea)[]
If you want the easiest time forming this nation, you should play as Papua New Guinea. Right off the bat, you should try and ally Australia and Indonesia if they are a player, and try to convince them to let you form this nation.
Since there are no cities with a population of 1 million or bigger inside this formable's boundaries, You can't use tanks (you won't really need them anyway, every single nation here besides Papua New Guinea is an island) . Pick the Specialization Doctrine, and use the manpower you have to build up your army size. Start training when you've used up your manpower. If you go into a deficit, use your leftover Treasury to develop your cities. After your Infantry is fully trained, split up your infantry stack into 2 and justify on Solomon Islands and Palau. Send half of your infantry to take out Palau and the other to take out the Solomon Islands. When both are wiped out, buy the resources needed to make Electronic Factories. Once you have those, pick a random city to build it on. Once your factory is done building, sell your entire production to an AI that can handle the price or a player that can and wants to buy them. This should give you a decent enough economy to build a Navy.
Once you can afford it, build 2 Frigates and Destroyers. This will help you take out the armies of the rest of the required nations with ease. Go Nationalist, and justify on the rest of the needed nations. Since most only host 1 city, you should be able to take out all of them very quickly. Once you are done taking out the rest of the needed nations, You can form the Pacific Federation.
