Peru is a Tier IV nation located in South America . It lies in the western part of fhe continent, bordering the Pacific Ocean, Colombia, Ecuador, Bolivia, Brazil and Chile.

Background[]

Peru, officially the Republic of Peru, is a country in western South America. It is bordered in the north by Ecuador and Colombia, in the east by Brazil, in the southeast by Bolivia, in the south by Chile, and in the west by the Pacific Ocean. Peru is a megadiverse country with habitats ranging from the Arid plains of the Pacific coastal region in the west to the peaks of the Andes mountains vertically extending from the north to the southeast of the country to the tropical Amazon Basin rainforest in the east with the Amazon river. At 1.28 million km2 (0.5 million mi2), Peru is the 19th largest country in the world, and the third-largest in South America.

Peruvian territory was home to several ancient cultures. Ranging from the Norte Chico civilization starting in 3500 BC, the oldest civilization in the Americas and one of the five cradles of civilization, to the Inca Empire, the largest state in pre-Columbian America, the territory now including Peru has one of the longest histories of civilization of any country, tracing its heritage back to the 4th millennia BCE.

The Spanish Empire conquered the region in the 16th century and established a viceroyalty that encompassed most of its South American territories, with its capital in Lima. Peru formally proclaimed independence in 1821, and following the foreign military campaigns of José de San Martín and Simón Bolívar, and the decisive battle of Ayacucho, Peru completed its independence in 1824. In the ensuing years, the country enjoyed relative economic and political stability, which ended shortly before the War of the Pacific (1879-1884) with Chile.

Throughout the 20th century, Peru endured armed territorial disputes, coups, social unrest, and internal conflicts, as well as periods of stability and economic upswing. Alberto Fujimori was elected to the presidency in 1990; his government was credited with economically stabilizing Peru and successfully ending the Shining Path insurgency, though he was widely accused of human rights violations and suppression of political dissent. Fujimori left the presidency in 2000 and was charged with human rights violations and imprisoned until his pardon by President Pedro Pablo Kuczynski in 2017. Even after the president's regime, Fujimori's followers, called Fujimoristas, have caused political turmoil for any opposing faction in power, even causing Pedro Pablo Kuczynski to resign in March 2018.

The sovereign state of Peru is a representative democratic republic divided into 25 regions. Peru is a developing country, ranking 82nd on the Human Development Index, with a high level of human development with an upper-middle income level and a poverty rate of around 19 percent. It is one of the region's most prosperous economies with an average growth rate of 5.9% and it has one of the world's fastest industrial growth rates at an average of 9.6%. Its main economic activities include mining, manufacturing, agriculture, and fishing; along with other growing sectors such as telecommunications and biotechnology. The country forms part of The Pacific Pumas, a political and economic grouping of countries along Latin America's Pacific coast that share common trends of positive growth, stable macroeconomic foundations, improved governance, and an openness to global integration. Peru ranks high in social freedom; it is an active member of the Asia-Pacific Economic Cooperation, the Pacific Alliance, the Trans-Pacific Partnership, and the World Trade Organization; and is considered as a middle power. The main spoken language is Spanish, although a significant number of Peruvians speak Quechua or other indigenous languages. This mixture of cultural traditions has resulted in a wide diversity of expressions in fields such as art, cuisine, literature, and music.

In the Eastern half of Peru is Hilly and flat while he bottom half of its coastline is all Mountainousand Arid and the top half of it's coastline is all Mountainous aswell. This gives the player a huge defensive advantage since Peru's capital, Lima, is in both Mountainous terrain and Arid biome.

Expansion[]

Before even starting, you should remember that Stability is extremaly important when playing as Peru. Once you collapse, retaking your lost teritories will take a lot of time and effort because of your geography. That's why a good ideology to try out is Socialism, it lowers your war exhaustion and increases stability while also giving you a lot of factory output which will be crucial for making quick money early game.

While playing as Peru, is it recommended to invade Ecuador and Bolivia at the beginning. The first one is relatively easy and the 75% treasury reward gives you around 40-50 million dollars, making for good funding for the troops to invade Bolivia. Invade Bolivia, then form the Peru-Bolivian Confederation for extra stability. Use mountain specialization to make your troops move much faster as you will mostly fight in mountainous terrain. Always keep watch on nations like Brazil and Argentina, these will be your main threats besides an expansive Gran Colombia. After that, start invading Chile (If you can). The recommended way of doing it is by organizing many deasants across the country shore, to invade it quicker and spend less time losing stability.

If you have done this correctly, congratulations! You are likely in the top 20 nations, can become the Inca Empire (If invaded Chile), and can make some promising alliances. After this, try to invade Colombia, and Venezuela for a lot of extra money and some resources (mostly oil). If you get money problems, begin industrialising your country by building factories. However, keep in mind that you will have to buy most of the needed resources, as South America is generally poor in them. If you can't expand into Brazil or Argentina, then try the Central American countries. They are usually left untouched, unless Mexico has managed to defend against US and form it's empire. If everything still goes well, try to form Patria Grande.

Defending yourself from other nations[]

In the event that you are attacked by Brazil, Argentina, or any South American country in general, you should set up artillery and infantry in your capital as it is easy to defend and is your main source of manpower/tax income. In addition, it is your only city with over 1 million population so it is important to defend it if you want to make tanks later on. Build fortifications and place divisions of 100k infantry in surrounding cities. Under no circumstances should you break entrenchment since the mountainous terrain gives you a huge defensive advantage, you would be surprised at how well your small divisions of infantry could defend against massive waves of attacks from Brazil or Argentina. If they invade from the south, which is most likely the case for these two countries, most of their army would be lost to attrition before they even make it to your capital. If a country like Colombia invades from the north though, make sure to focus your defenses in cities north of Peru, since the jungle terrain still gives you a good defensive advantage. Make sure to research support so you can get extra range and damage for your artillery. Remember to use strategic scorching, a tactic extremaly useful on this continent.

Defending against a naval invasion[]

Say that there's an overexpansive United States or Mexico in your server, or Brazil just decides to send a navy instead of charging their troops through the Andes mountains. You will then need a navy instead to defend their attacks. Make sure to set up entrenched troops and artillery in coastal cities to make it harder for them to land on your territory, and use submarines or frigates to sink any transport ships they have. If they have destroyers however, you will need to try much harder. By this time you should have sold enough electronics to AI countries that you could afford one to two battleships. If you still fall into a deficit, switch to Nationalism or enact the Military Service policy. Use these battleships to take out the escorts, and then use your subs/frigates for the remaining transport ships. This is not guaranteed to succeed if you are fighting against a skilled United States player, but you should at least be able to repel an attack against Brazil or other South American nations.
