The VIP Console that can be accessed exclusively by the server owner.
A private server, also referred to as a VIP server, is a feature available for a monthly subscription of 50 Robux. In a private server, the server owner has access to additional content compared to a public server, as special configurations that alter core gameplay and user experience are available via the console. However, player experience gain is significantly reduced and not saved. Additionally, formables, titles, and skins will not be granted even if achieved in a private server.

The server owner is the only person with the ability to access and use the private server console by clicking the 'Toggle Console' UI; these permissions cannot be allocated to individuals who do not own the private server. In the console, the module is divided into 10 different categories, which are:

Current Year
Adjusts the current year of the server. The year does not specifically have to be over 2019, as it can be lower, examples such as 1939, 2001, 536, etc.
Allow Releasing Countries
Enables or disables the ability for releasables to be manually released.
This feature can be useful for reducing the chances of vandalism.
Allow Country Breakaways and Protests
Enables or disables releasables and countries from declaring independence from their parent country.
Players can be exempt from the 'New Ruler Timer', a mechanism that temporarily prevents players from ceding, scorching, aiding, and more during the start of the game if the server owner enables this function.
Override Cede Restrictions
Allows the server owner to select and cedecities in foreign nations without occupying or playing as the targeted nation that is being selected or ceded.
This command should mostly be disabled if you are actively playing, unless during times of ceding foreign cities.
This tool can mitigate the chances of unauthorized vandalism.
Custom Messages[]
This includes the ability to fire a message from the News ticker or a notification popup.

Custom News Ticker
Grants the ability to send a custom message, including the choice of message color and content, to the News Ticker. The News Ticker is a long horizontal bar positioned at the top of the player's screen.
Custom Notification Popup
Allows the owner to send a custom notification popup to all players' screen.
Useful for facilitating the dissemination of server-wide announcements.
Ban - Permanently remove them from the server unless ban is repealed.
Server Bans
Shows all players who are currently banned from their private server.
Clicking the red 'X' on the left of their username will unban them.

This includes Form Formable, # Country Units', 'Country Editor, and Population Editor.

Form Formable
An automatic formable being formed without manually acquiring the cities can be initiated.
Alternatively, the server owner can simply transfer the cities required for the formable without forming by using the UI located on the bottom of the panel.
# Country Units
Reveals the number of units a nation has in its military by clicking on their desired nation to investigate. A dropdown will appear upon clicking, which will show details such as the type(s) of unit and the quantity.
WARNING: Custom countries that contain inappropriate properties (e.g., terrorist organization, Nazi Germany) that violate the Terms of Service may lead to moderation actions, as they also breach game rules. If you are unsure whether a country is appropriate, it is highly recommended to ask a member of the Rise of Nations Staff for clarification.

Save / Load Map
Saves and Loads the custom-made map of the globe.
Essential for users organizing large-scale events (World War I, Battle Royale, Nuclear War, Alternate History, etc.) that require a significant amount of time, as it will automatically save progress rather than losing all work when leaving the server.

Custom Modifiers
The modifier's properties, including name, description, icon, color, and effects, can be edited here.
The color setting only affects the overlay applied to the icon. It is useful when adjusting an icon with a solid color, especially if the existing color is not the desired one. However, it is not ideal for icons with one more than color, complex designs, or those meant to remain unchanged.

Accessing the 'Add New Modifier' interface the previous image, dozens of effects are able to be applied the modifier.
Find and click on the modifier you want the custom modifier to incorporate. If you cannot find the specific custom modifier you are looking for, then simply use the search button at the top and type the modifier's name.
Unfortunately, some niche modifiers may be absent from the list because Hyperant never implemented them. Some of these include air endurance, speed, and attrition in specific terrains and biomes.

Changing the Value
Upon selecting the modifier, its value can be adjusted by inputting the desired number. Additionally, the modifier can be toggled between additive (percentage) and multiplicative by clicking the symbol next to the value.
However, if the modifier is a base value (e.g., Base Stability, Base Political Power Gain, Base Unrest Reduction), its growth method is fixed, meaning it cannot be switched between multiplicative or additive—only the value itself can be modified.
Mathematically, multiplicative modifiers yield significantly larger results than additive ones. To maintain balance, avoid assigning excessively high values to multiplicative modifiers (e.g., setting 25 on a multiplicative modifier affecting Political Power Gain).
Modifiers can be removed by clicking the 'Remove' button on the right.
As seen in the image, there are more than one modifiers applied. To add more than one, simply click 'Add New Modifier' and it will redirect you to the page that shows all available modifiers.
Establishing the Modifier
Once you believe the custom modifier is finished, click 'Create Modifier'.

Applying Custom Modifiers
To apply a custom modifier to a nation, following these steps below:
Go to 'Country Editor'
Click the country that will receive the modifier
Scroll to the bottom in the editor
Click 'Add New Modifier'
A list of all in-game modifiers will appear. To quickly find your custom modifier, use the search bar at the top.
Upon finding the desired modifier, click it.
The modifier will now appear in the editor. You can set its duration by entering a specific number of days or input "-1" to make it permanent.
All aspects of custom modifiers can be edited at any time. To make changes, return to the 'Custom Modifiers' panel, select the modifier, and click the 'Edit' button in the dropdown.
Ensure the map is saved (or a new one is created) to retain the modifier. If the map is not saved before exiting or is overwritten with another, the modifier will be lost and must be re-created.
City Editor[]
Cities can be edited by the VIP server owner (with Override Cede Restrictions if the owner is editing from abroad). Currently, the only editable aspects of a city include: population size and growth, development, and infrastructure tiers.

How to purchase/maintain a private server?
Private servers can only be maintained by purchasing the server for a monthly subscription of 50 Robux. Every month, Roblox will automatically extract 50 Robux from your account until you can no longer pay for the maintenance of the server or if you cancel the subscription status by going to 'Configure' in your private server.
Why is the console server settings refusing to work?
The server settings tend to not work when you occupy as a country and use it. In order to fix this, abandon your nation, then at the country picker, modify the server settings, and rejoin your nation. The server settings should work from there.

Creating the Groundwork[]
Go to the 'Custom Countries' tab
Click 'Create New Country'
Name your country (e.g., Oceania)
Name your demonym (e.g., Oceanian)
Paste your flag ID. The ID must be numerical, or it won't work (e.g., 15530996886).
No, there is no auto-save feature. Therefore, if you leave the game without saving the map, you will lose all progress with no way of recovering it. You will have to either restart from the last saved version or begin from scratch. To avoid this, it is recommended to save your map by overwriting the version every 15 minutes to ensure you don't lose progress in case of disconnection.
Can the server owner ban themselves from their own private server?
No, server owners cannot abandon, kick, or ban themselves from their own server as the buttons will refuse to work, despite their username showing up in the 'Player List' panel.
Can you earn player experience in a private server?
No, it is not possible to earn player experience in private servers. While experience will accumulate at the top right, leaving the server or joining a public match will completely erase all EXP progress gained via the VIP server session. Additionally, private servers inherently player experience gain by -33% compared to the EXP multipliers shown in a public match.
What server settings should ideally be changed when creating events?
Change the Current Year if the event takes place in a timeline other than 2019.
EnableCeding Auto Cores so that cities ceded to a nation are automatically cored, rather than waiting for unrest to diminish and integration to finish.
There are two ideal scenarios for changing Allow Country Breakaway and Protests:
Enable this option if you want to avoid or break protracted stalemates during a massive war. Since this setting allows releasables to declare independence, it could soften the stalemate and eventually lead to an ultimate victor.
Disable this setting if you want to prevent any random number generation (RNG) conditions from affecting your event.
DisableCede Limits so that the maximum population cooldown during ceding does not hinder progress.
EnableCountry Disconnection Protection System in case players lag out from the server, especially during intense battles with massive unit swarms.
EnableCede to Empty Countries to allow ceding to countries not occupied by a player.
There are two ideal scenarios for changing Events:
Enable this option if you do not mind random number generation (RNG) affecting players, positively and negatively. Also enable this if you want to break long-term stalemates, where negative events could harm players with low stability and high war exhaustion.
Disable if you want to avoid any random number generation (RNG) conditions affecting players, positively and negatively, especially during the early game.
DisableNew Ruler Timer if you want players to automatically cede, aid, scorch, etc., without waiting approximately 10 minutes at the start of their match.
EnableOverride Cede Restrictions so you can cede in foreign countries without occupying or playing as them. This setting should eventually be disabled once the event begins and all territories are finalized.
DisableScorching if you do not want players to have the ability to scorch. This setting can also help reduce the chances of vandalism.
Can server owners grant permissions for individuals to access the VIP console?
No, private server owners cannot assign permission for others to access and use the console. The console access is exclusive to the owner of the private server.
Is there a maximum amount of modifiers a custom modifier can have? Is there a maximum value?
No, there is no maximum number of modifiers a custom modifier can have, as it is infinite. The same applies to values—there is no limit. Simply put, the concept of 'maximum' does not exist in this context.
