The Republic of Central America is a formable located in Central America. It is a bit of a pickle to form, you face threats such as 
Colombia, 
Mexico and any Caribbean nation and of course the regional superpower, 
United States/
North American Union.

The Federal Republic of Central America, also called the United Provinces of Central America in its first year of creation, was a sovereign state in Central America that consisted of the territories of the former Captaincy General of Guatemala of New Spain. It existed from July 1823 to February 1841, as a republican democracy.

The republic consisted of the present-day Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua, and the southern Mexican state of Chiapas. In the 1830s, a sixth state was added – Los Altos, with its capital in Quetzaltenango – occupying parts of what are now the western highlands of Guatemala and Chiapas. Shortly after Central America declared independence from the Spanish Empire in 1821, some of its countries were annexed by the First Mexican Empire in 1822 and then Central America formed the Federal Republic in 1823. From 1838 to 1840, the federation descended into civil war, with conservatives fighting against liberals and separatists fighting to secede. These factions were unable to overcome their ideological differences and the federation was dissolved after a series of bloody conflicts. |

With these steps done, your basic industrialization setup should be good to go.
Trade Note: Since the nations of the Republic of Central America produce only Oil, export Oil to trade for the essential resources listed above, ensuring your union’s sustainable industrial and military infrastructure.
Your first goal is to make as much infantry as your country's manpower allows, then immediately go massed attack on Infantry Military doctrines, with low MP reserves and Powerful threats you quickly need to expand rapidly, Use all you manpower on infantry, and get 100k troops to Move north and 100k to move south, they should be good enough. Then make a division of 150k and move into the Caribbean, Take Jamaica and Cuba (if possible take more). Throughout this you should save your Political Points and get Nationalism for the boost, also develop cities as fast as you can.
Justify on 
Honduras and 
El Salvador immediately. Declare war on both and auto-capture them with tanks. (You might need to use the AI Luring strategy.) After that, justify on 
Belize and 
Costa Rica, and declare war on both. Auto-capture them as well and lastly, take 
Nicaragua. You can now form!
Once you are size-able begin trade with resources, you wont be able to move into Africa due to Europe at this point controlling coastal nations or 
South Africa expanding at their own whim, Trade with Russia for these resources and the specific amount is:

You should then focus into 1 steel factory and 1 motor factory, then get a few tank divisions and reinforce your borders with artillery at the back. Invest in submarines as well to prevent amphibious landings.
You should remain neutral until either nation declare war on you. Remain defensive and slowly roll out taking cities. DO NOT AUTO-CAPTURE, it has a high chance of either being countered or troops splitting off.
Alternatively, if United States seeks interest into forming NAU, convince them to help you and offer Mexico, this will anger the Mexico player and it will start a war, use large amounts of your divisions and navy to defend against Mexico, only slowly taking lands that you need for the formable, wait for US to declare war or invite him into it, with Mexico's armies occupied with you he will surely fall easily, only leaving Colombia as your threat and allowing you to Focus all your military onto him.
Once you have the lands you want, pursue peace and remain defensive, Mexico and Colombia will least likely pursue peace but if they start to collapse economically they may leave, allowing you to easily take more land and be a strong nation.
Your last threat will almost always be NAU/US, If you have formed you should focus on allying Brazil on the basis that you will give him Colombia (If you have it annexed), it will be a superpower against superpower, this may start a massive war. Do not be worried about European powers getting involved, they're across the pond and most likely will just White Peace you. Remain on the defensive using your submarines and tanks, but keep your tanks on the defensive and buildup a massive army of infantry, get around 20-30 250k-300k divisions and get them all to smash into Washington, then auto capture, this will put instability in US and they will want to pursue peace, do not accept as you will have the support of Brazil. Take as much land and take the releasables, congratulations, you are now a superpower in America and survived 3 massive enemies.
