Background[]
The Sacred Union of Shambhala is a proposed state by Buryat and Mongol revolutionaries, and figures like Nicholas Roerich. The proposal called for the unification of all Tibetan Buddhist people under one Pan-Mongol theocratic state under the protection of Russia.
The following is taken from the book "Red Shambhala: Magic, Prophecy, and Geopolitics in the Heart of Asia".[]
In the early 1920s, not only Shambhala but the entire Buddhist faith and existing prophecies were used by the Red Mongols to entrench themselves among the populace. For a while, Communism linked to Buddhism was advertised as some sort of Bolshevik liberation theology customized for common shepherds and lamas. Until at least 1928, Choibalsan, Rinchino, Sukhe-Bator, and their comrades deliberately tied their political and social reforms to messianic and prophetic sentiments popular among Inner Asian nomads. Moreover, the political system of Red Mongolia briefly became a strange hybrid of Communism and Buddhism. In this Red theocracy, the Bogdo-gegen acted as the formal head of the country, while the government was run by Bolshevik fellow travelers, many of whom themselves came from the ranks of Buddhist clerics.
The chief spearhead of the dialogue between the Bolsheviks and Tibetan Buddhism was the Buryat monk Agvan Dorzhiev (1858–1938). At the very end of the nineteenth century, this prominent Buddhist served as the chief tutor of the thirteenth Dalai Lama, then a young adult. ... The Buryat lama began to spread word among his fellow believers and in the Saint Petersburg court that the
Russian Empire was destined to become the legendary northern Shambhala and that the Russia tsar was in fact the reincarnate Shambhala king who would come and save
Tibetan Buddhists from advances by the
United Provinces of China and
English. In his dreams, Dorzhiev began to picture a vast pan-Buddhist state under the protection of the tsar and stretching from
Siberia to the
Himalayas.
Rinchino, a Buryat intellectual with a law degree from Saint Petersburg University, dreamed of uniting the Buryat and
Mongols, who spoke similar languages and shared a similar culture, into a vast pan-Mongol socialist republic that would be a beacon for all Buddhists. In fact, he was the one who had created the Mongol-Tibetan Section, bringing along his friend Borisov. Rinchino would become the first Red dictator of
Mongolia, and Borisov, who joined the Bolshevik party in 1920, became deputy chair of the Eastern Section of Chicherin’s Commissariat for Foreign Affairs.
The final goal of this venture gradually crystallized into what Helena and Nicholas called the Great Plan—an idea to bring all Tibetan Buddhist people of Asia, from Siberia to the
Himalayas, together into the Sacred Union of the East with the Panchen Lama and Roerich presiding over this future theocracy.

Kazakhstan (capture immediately and heal your troops if they suffering attrition). and take them with your 2 troops with 6k. force peace Kazakhstan and justify at
Kyrgyzstan and
Mongolia with your mountain specialized troops, make sure to develop your captured lands (if unrest ended) and build recruitment centers to get more manpower and heal your troops.

East Turkestan and before you do it, you got a simply problem; East Turkestan usually gets attrition if you trying to invade or stay at it. now invade and heal your troops if necessary; justify at

Bhutan and capture them. now for the final strategy: justify at
Manchuria and
Siberia and capture with your three 5k troops and split in if captured all of the square cities and annex Manchuria, Declare at Siberia and spam troops at
Kazakhstan, and then capture with your winter specialized troops.
