The Serbian Empire is a formable in Europe added in the 3/29/2023 Update which is only able to be formed by Serbia and requires
Serbia,
Montenegro,
Albania,
Macedonia and 8 Cities of
Greece.
Background[]
The Serbian Empire (Serbian: Српско царство / Srpsko carstvo, pronounced [sr̩̂pskoː tsâːrstʋo]) is a historiographical term for the empire in the Balkan peninsula that emerged from the medieval Serbian Kingdom. It was established in 1346 by King Stefan Dušan, known as "the Mighty", who significantly expanded the state. Under Dušan's rule, Serbia was the major power in the Balkans, and a multi-lingual empire that stretched from the Danube to the Gulf of Corinth, with its capital in Skopje. He also promoted the Serbian Archbishopric to the Serbian Patriarchate. His son and successor, Uroš the Weak, lost most of the territory conquered by Dušan, hence his epithet. The Serbian Empire effectively ended with the death of Uroš V in 1371 and the break-up of the Serbian state. Some successors of Stefan V claimed the title of Emperor in parts of Serbia until 1402, but the territory in Greece was never recovered.

Terrain[]
The Hilly terrain is no doubt the most abundant in the Empire. The only other places that don't follow this are the eastern coastline of Albania, all of the Greek islands except for Crete, and the area north of Athens, which are flat.
Biome[]
The Serbian Empire does have a biome, but it is by no means permanent. During December-January, Serbia,
Montenegro, and northern and central-eastern
Albania mild winter is present. Before or after the months mentioned, the normal biome takes its place.
Economy and Manpower[]
The Serbian Empire generates an income of $1,187,097. A noticeable portion of the income is from Greek taxes. The Serbian Empire has a manpower capacity of 361,793 with all countries except for Greece having the minimum 60,000 manpower cap. It gains 2230 manpower daily.
Strategy[]
Starting Moves[]
Once you become Serbia, make 3 electronics factories and buy 6.1 gold And 6.1 copper. Turn on the policy the Public Service Act, and Sell 40-56 electronics to
India (if AI). Another alternative, if you wish to change your ideology as soon as possible, will be to increase factory output in the research tab to 2. If
India isn't AI, you may want to sell to other nations, most likely in smaller numbers. After you have sold your electronics, make steel and motor factories, and buy 1 titanium, 3 tungsten, and 4.1 iron to upkeep them.
The Expansion[]
Justify On Macedonia and
Albania. Before or once the justification completes, you will likely be ready to make tanks. Make at least 600 tanks, and/or at least 60k infantry. Use any of these units to AI Lure the home guards of both nations, and conquer them. After annexing them, justify and declare war on
Montenegro. Move your troops to the city closest to Serbia, and after their home guard is gone, invade the rest. During this time,
Turkey, which is commonly a player, will have most likely be in the process of or already did conquer
Greece. If this happens, you may either negotiate with
Turkey, or if it is a bad player, you may conquer it. Due to your lack of power compared to the Turks, it is likely that you won't defeat a mediocre or experienced player.
If you have somehow attained Greece, then you can form the Serbian Empire!
Threats[]
Italy will generally always expand into the Balkans.
Turkey, if it's going to focus on Europe first in forming the
Ottoman Empire.
Germany may rush the Balkans early via
Slovakia and
Hungary, or
Austria and
Slovenia.
Romania wanting to form the
Kingdom of Dacia
Poland,
Ukraine, or
Belarus wanting to form. This threat is only possible in mid-late game servers, as they will likely not be in the region yet before you form.

Illyria.
- Any nation willing to form the
Ostrogothic Kingdom.
Bulgaria, if they are trying to form the
Kingdom of Thrace and/or the
Bulgarian Empire.
Greece or Macedonia wanting to form the
Byzantine Empire or the
Macedonian Empire.

- This was rejected many times due to effectively being free stability for
Serbia. This was changed due to exclusive formables being added.
