The Soviet Union is a transcontinental formable, available for Russia, spanning from Eastern Europe
to North and Central Asia
.
Because it is a vast nation, it spans much of two continents, Asia and Europe. In the west, it borders Poland,
Slovakia,
Romania, and
Hungary,
Finland and
Norway to the northwest,
Turkey and
Iran to the southwest,
Afghanistan to the south, and
Mongolia,
China and
North Korea to the southeast. It borders several bodies of water, those being the Caspian Sea, Black Sea, Sea of Azov, Baltic Sea, Sea of Japan, Pacific Ocean, Sea of Okhotsk, Bering Sea, and the Arctic Ocean.
Despite bordering many seas and oceans, the country faces difficulties building an European navy, as it only has a few available seaports in the Baltic and Black Sea, in the eastern regions. Although the these coastal cities are available, it cannot access the Mediterranean Sea or Atlantic Ocean without having to cross canals. One of which being located in Istanbul, Turkey, leading to the Mediterranean, and the second, is stationed in Kiel, Germany, possibly blocking the naval passage to the Atlantic Ocean, or more specifically the North Sea.
It is the fifth-largest formable in the game by land area behind the Russian Empire. Due to its sheer size, traversing through all of Central Asia, and Eastern Europe, it is a resource powerhouse as it reserves every material in the game, with large quantities as well, with an exception of enriched uranium, if not researched. This potentially gives an opportunity for the Soviet Union to economically grow rapidly, as it mostly relies on generating resources and trade income, potentially surpassing the
United States in rankings.
During the beginning of the game, this country is quite difficult to form, as there may be setbacks during the run. One of the most demanding places when invading is Central Asia, where countries who border it may conquer it instead, such as China who mostly targets Kazakhstan or Iran who may occupy most of Central Asia for the
Khwarazmian Dynasty and the
Persian Empire, or if there are possible Central Asian players, they may hold a stable resistance, halting the progress of forming the USSR. Russia, in general, is also in the hotspot of being invaded by other countries primarily China and other European nations.
Once formed, the player will receive the Vozhd title and the Russian Cold War skin. Since the Russian Empire is alike to this formable, it is therefore an exclusive formable, which denies the formation of the Russian Empire once the Soviet Union has met its reunification.

The Soviet Union, also known as the USSR (originally known as the Russian Soviet Federative Socialist Republic, abbr: RSFSR) was a state that came into existance after the end of the Russian Civil War. In the beginning years of the First World War, the Russian Empire was severely pushed back, and the living conditions of the people and the workers worsened to even lower values than what they were before the war. Eventually, this caused multiple large-scale protests to take place in major cities, eventually leading to the Russian Civil War. The main opposing sides were the Whites (officially the White Movement), a small part of which was in support of keeping the Tsar, wnd majority fought to maintain status quo established by the Provisional Government in favor of the capitalist class against the Bolshevik movement (officially the RSFSR by 1917), who wanted to establish Socialism, where the workers and the peoples would be treated equally.[1][2][3]



Shortly after the establishment of the Union, the then exiled Vladimir Lenin (Russian: Владимир Ленин) took control of the state. He transformed the nation from a semi-utopia of Soviet Socialist Republics into an authotharian regime, where the central government had nearly complete control of the Union. Note that while the Soviet people were in only slightly better living conditions than those of the In 1924, only two years after Lenin's takeover of the Soviet Union, he passed away after worsening conditions from leadership. The General Secretary of the Union, Joseph Stalin instead took over. Note that by 1937, he had established full control over the Soviet Union.[9][10] Under his reign, he lightened the policies that Lenin had implemented, but kept the authoritarian side of his ideology, with the central government (Led by the Chairman/Premier of the Soviet Union) still having complete control over the Union. Joseph Stalin also began implementing irrendentist ideas within the Soviet people, with the eventual goal of establishing a Russian State with the same (if not more) territories as the former Russian Empire.[11] In 1933, the Holodomor took place. This caused the starvation and the perishment of hundreds of thousands of Ukrainians and Don Cossacks, which put a heavy dent in the grain production of the Soviet Union, worsening the effects of the Holodomor. There is much debate to the Holodomor's causes - while generally agreed that the famine's cause was man made, there is limited consensus on how intentional this was - the rapid industrialisation of the country increased the demand of food, whilst external sanctions and ineffective agricultural collectivisation policies affected yields. Some believe the famine was intentionally crafted under the orders of Stalin to quell dissent, while others argue the root causes were not beneficial to or desired by the soviet government.[12] |
In 1939, the Soviet Union and the Only a week after the pact was signed, the Third Reich began its invasion of In 1940, the day after Paris fell to the German Army, the Soviet Union began its takeover of the Baltic States. To this day, Operation Barbarossa is still considered to be one of the most destructive military operations in history.[17] In the first months of the war, the German Army quickly advanced throughout undefended Soviet terrain, quickly taking the Soviet factories and the industrial heart within the Ukrainian SSR and the Byelorussian SSR. Bombings in major cities would continue for most of the war. Due to the postponing of the operation, the German Army was halted after the beginning of Winter. This saw a near-stalemate on the front, with millions being deployed from both sides to perish within minutes on the frontlines. After the beginning of the Siege of Petrograd (Modern day St. Petersburg) the war became a true stalemate.[18][19] In late 1942, the German Army Group Don and B would be told to advance into the Soviet city of Stalingrad. This was mainly to secure precious oil within the North Caucasus, which was especially useful for fueling the German War Machine, which heavily relied on tanks. The battle was a catastrophe for the German Reich (now the Greater German Reich), and caused a major Soviet counter offensive to the Don river. in the year of 1943, the German army, suffering from malnutrition, lack of morale, war exhaustion, and more, eventually began to collapse as the Allies surrounded them on nearly all sides. After the collapse of In April of the next year, Soviet forces entered Berlin. This was a short-lived siege/battle, and saw the last drops of German morale within the war. In May of the same year, Berlin fell, and 5 days later, the German Army unconditionially surrendered.[22] |
After the European front was over, the Soviet Union and the rest of the Allied members ( France, the
United Kingdom, and the
United States) held multiple conferences deciding the fate of the nations impacted by the war. The Allies agreed that the Soviet Union will hold elections in the Eastern European nations of East Germany,
Poland,
Czechoslovakia,
Hungary,
Romania, and
Bulgaria, to see whether they would want to join with the Soviet Union in the form of adapting Communism as their ideology. These elections are widely mistold to have been rigged in favor of the Communist party for their respective nation.

The Soviet Union controls a significant fraction of the world's Iron,
Phosphate,
Copper,
Gold,
Oil,
Tungsten, and
Titanium reserves, making it the one of the most resource-rich formables in the game. With its significant material production, it is capable of expanding the national economy by forging a variety of factories.

Geography[]
Terrain[]
The majority of the Soviet Union is flat plains with a few exceptions. Mountainous ranges are prevalent throughout the USSR. Mountains (Ural Mountains) begin at the Arctic Sea coast of northern Russia and extends southwards until the Kazakhstan border; similar terrain can also be found in
Moldova-
Romania border, the Caucasus region, and Central Asia, connecting from
Tajikistan to
Kyrgyzstan, as well as southern
Turkmenistan to southeastern
Uzbekistan. The lands in the northern border of
Mongolia is covered in Mountainous and Semi-Mountainous.
The country's major advantage being covered with vast rough geographical lands marks it difficult for an invading army to approach from the east without attrition or facing entrenched units. However, the flatlands on its western border makes it very difficult to defend the more populated European areas of the USSR against a superior invading force.
Biome[]
The USSR has mostly no biome within the western territory, however during the winter, the biome changes to Severe Winter covering most of the Russia, all of Ukraine,
Lithuania,
Belarus,
Latvia, and
Estonia, giving a major advantage for the Soviet Union to repel any incoming enemy forces that are invading through the Russian or European front. Arid biomes is covers a huge portion of Central Asia, stretching from central Kazakhstan, to the depths of Turkmenistan. Arctic biome is mainly relevant in the northern coastlines of the Arctic Sea, a vast percentage of Siberia, and as well as in the Finnish-Russian border.
Population[]
The Soviet Union has a total population of 137,868,408 people, the majority centralized in Russia, with the second most populated being
Ukraine. Most of the western Soviet Union is densely populated, with city sizes and density dropping off significantly east of the Ural Mountains and into Siberia.
The largest cities are Moscow, Saint Petersburg, and Kyiv. Ukraine and European Russia, especially cities surrounding Moscow and the Volga River, hold most of the cities with populations over 1 million and forms the developed, urbanized core of the entire Soviet Union. Soviet city names are not reverted to reflect name changes during the existence of the USSR (for example "Saint Petersburg" will not be renamed "Leningrad").
Threats[]
There are a variety of countries that will conflict with Russia over many lands needed. These include but are not limited to:
China requires the
Kazakhstan,
Kyrgyzstan and
Russia lands near the Chinese border, in order for it to form the
Qing Dynasty.
- China claiming Kazakhstan for its abundant resources, and may expand deep into Central Asia
.
Iran seeking to form the
Khwarazmian Dynasty and the
Persian Empire.
- Any European country attempting to form the
European Union. They will need
Moldova,
Ukraine,
Belarus and the Baltics.
- A skilled
Poland may attempt to form the
Polish-Lithuanian Commonwealth.
Romania requires Ukraine and Moldova to form the
Kingdom of Romania and the
Kingdom of Dacia.
Strategy[]
Forming the Soviet Union was once a relatively simple task, but prior to the Resource Update, playing as Russia puts you in one of the most dangerous positions in the world. As Russia, you start with the most resource production in the world, making you tied with Kazakhstan. Unfortunately for you, both countries are needed for the USSR and both are neighbors of
China.
Without being close allies with India or the
United States, there will be a struggle of war if China decides that you no longer need to exist. Considering this, any strategy for forming the USSR relies on the single crucial factor of preventing war with China for as long as possible.
The Formation Order[]
Note that the below strategy is a general capture order, and you can and should adjust your priorities if the situation arises, as long as you remember to target the resource-rich nations first.
Immediately allying with China is your top priority. Even if they un-ally you immediately, two years will be enough to secure the resources you need to have a fighting chance with China. If they refuse, try to come to an agreement that will give them the resources they need while allowing you to exist, preferably with at least some part of Kazakhstan.
Try offering to cede them mines in Russia after forming the USSR, splitting
Kazakhstan, or selling them resources as a negotiation strategy. If you are lucky enough to meet this type of Chinese player, this strategy will show you what to do.
- Justify on Kazakhstan and Ukraine, whilst allying China, then immediately declare war on Kazakhstan and
Ukraine once justification is complete. Ensure to quickly attack from the most eastern point of the Kazakhstan border, to prevent China taking Kazakhstan.
- Set government spending to low to prevent unrest and rebellions.
- Take Socialism as soon as you reach 250 political power. Although Nationalism will give you reductions in military upkeep, socialism will massively increase your resource and factory output and allow you to earn far more revenue through mineral extraction.
- Place a steel and motor factory on square cities (cities with over 1,000,000 population), to increase resource income.
- Justify and annex all of Central Asia, by build a road through Kazakhstan.
- Other than these countries, you can pick the other countries in any capture order you wish. Prioritize areas that border player countries (commonly
Moldova,
Belarus, the Caucasus, etc.).
Once you have finished invading countries and have formed the Soviet Union, you can either prepare for war with China to reclaim whatever concessions you've lost, or focus on conquering Europe and the Middle East.
Chinese - Soviet War[]
It is not a rare occurrence for China to declare war against the Soviet Union. One of these reasons may root to China attempting to reclaim the stolen lands, such as
Kazakhstan, invade the Russian territory to form the
Qing Dynasty, or deem the Union as a threat. It is always advised to observe tothe movement of China's units, should they start militarizing near the border. Allying should be the first priority for shaping a good relation with the superpower, and if they decline or ignore, be wary for an upcoming war.
If China ever goes to war against you, you must be prepared to mobilize as fast as possible, in order to prevent them from rapidly invading Siberia or Central Asia, from Manchuria or
Mongolia.
It is also encouraged to call some allies, such as India,
Japan, or other powerful Asia countries that are willing to join the war effort. It is also typical for the
United States to decline the offer as they may see you as a threat, if communist.
Pre-War Suspicion[]
- If you spot China militarizing on your border with many units, attempt to get a closer look of how much units they have near your border. If the division is over 3,000 tanks or 100,000 infantry, then it is safe to predict a war may start.
- Start moving units near the border, and try to act as unsuspicious as possible. Should they notice you moving troops on the fronts of invasion, then confront them to stand down.
- If they refuse to withdraw after confrontation, then resume the tutorial.
- Start building an air force consisting of around 10-15 bombers, 3-7 fighters, and 4-8 attackers on several airports. Your main goal is to bomb their cities to raise unrest, inflict war exhaustion, and lower their stability.
- Improve the infrastructure of cities in Siberia and Central Asia for faster speed while transporting units from west to east.
- Save a justification slot on Mongolia, if hasn't been taken already. You will need it as a military base, and to secure the lands in order to reach closer to the Chinese territory. It also has a valuable airport.
- Remember to keep focused on your War Exhaustion and Stability, so you don't collapse.
- If
North Korea isn't taken, you can also invade there to open up another front.
- Start investing research in tanks or infantry. If using infantry, get anti-tank technology if China has tanks. However, tanks have a more optimal job than infantry, since China is covered in mostly square cities, so tanks can capture faster than troops.
- Build a naval fleet on the Siberian coast and move them in the Sea of Japan.
You are now prepared for war, just keep militarizing, watch China's movement, and prepare for the worst.
Soviet - China War Tips[]
If China ever declares war, here are some tips that can cripple their country, using military maneuvers and logistics.
- Call in as many allies as possible; if they cannot join, ask them for aid if you need economic or manpower assistance.
- Entrenchment and units trained in mountainous or winter conditions are the best defense that can greatly help secure your frontlines from Chinese divisions, as these will upgrade the attack and defense percentage of your troops. In most cases, China players have a common tendency to spam loads of divisions into Siberia, which explains why entrenching and forts are crucial for defending.
- If China breaks through the first line of defense, start scorching cities, and move more aircraft to bombard the inbound forces. Afterwards, start making a second line of defense at the Urals to halt their advancement.
- Keep an eye out for if China ever starts transporting units on sea to the north. If they do, sink them with a submarine or any naval ship. If they are protected, then start building a second fleet.
- Keep a good amount of anti-aircraft and troops near your capital, in case they try to take it using transport aircraft.
- Declare war on Mongolia if it is open for invasion, for more land near China and a free airport.
- Try opening another front by initiating a naval landing, such as near
Hong Kong,
Shanghai, or
Shandong.
- Launching an assault by sniping their capital is also a good strategy. Once the capital has been taken, keep a good amount of troops there, and scorch it when the incoming division is impossible to withstand.
- Start attacking their cities with the use of bombers. This will deal heavy damage, destroy buildings, and raise their war exhaustion. Aim for big cities or any manufactories, such as Civilian Factories.
- Attempt to destroy their frontline defense with the use of aircraft.
- Build fortifications in Siberia and spawn artillery units in your fortified cities. This, along with the unforgiving Siberian terrain, will significantly slow down Chinese forces should they manage to get inside your territory.
By now China should be unstable from the amount of exhaustion they gain from multiple fronts being launched into the homeland. Once war exhaustion sparks up for them, their stability will collapse, the releasables will separate, and their manpower stockpile will cripple.
There is a very possible chance of a stalemate which is common if both sides have a good military, but China could possibly outmanouver you by traversing the Arctic Ocean and landing in St. Petersburg, a city in Western Russia, or using Transport Aircraft to deploy units into the territory, where both of these issues could commend a surprise invasion.
It is always recommended to monitor for any upcoming attacks against you.
The picture below is a labeled depiction of a realistic China map (with an occupation of both Mongolia and Taiwan), where the most ideal cities are selected for ground assault or naval landings. If there is a home guard stationed on the city, then land in a nearby and attempt to flank them from there.

- The Soviet Union was one of the first formables added in the game, even before the Diplomacy Update, which released on March 2019.
- The former title when unlocking the Soviet Union was called "Comrade", before being switched to "Vozhd" on November 11th, 2022.
- When the Biome Update launched on December 22, 2020, you can unlock the Soviet Cold War skin if you form the Soviet Union in a public server.
- Technically, the Soviet Union doesn’t make the most resources in the game. It is second to the
African Union in terms of the amount of resources and in terms of valuable resources (things that are needed for factories). It is also, of course, behind the
Russian Empire.
