Capital sniping is a strategy in which players capture their enemy's capital to disrupt their stability and economy massively. As soon as you take your enemy's capital, you keep your troops there to increase their defensive damage through entrenchment. You may send more troops there as reinforcements. The idea behind this is that taking your enemy's capital will have a huge impact on their stability, economy, and manpower. This will cause them to collapse, or at least hurt their war effort. Some people use this strategy while swarming their enemy with other troops to make sure the enemy isn't able to produce troops for defense.
It is very useful against superpowers with large or many releasables, such as USA, Brazil, Italy, and especially China. If you are a smaller country and are unable to keep the captured capital, you can scorch their capital. However, for major impact you must hold the capital for as long as possible, so keeping artillery to hold off enemy sieges is a good idea.
Pre-capturing[]
Pre-capturing refers to having your troops already on a city, typically a country's capital, before declaring war, allowing you to entrench yourself at the city and taking it as soon as war is declared. It is generally frowned upon but can be easy to prevent as you can always see if troops are stationed on your cities or not. The way this method of Capital Sniping is done is usually by allying the country you want to declare war on so your troops don't suffer from attrition in their land, then declaring war on one of their allies so both countries are in the war and the country you originally wanted has its capital gone. As said, this is fairly easy to prevent, as you can always see troops moving between your land and when they are on your cities, and if you see this happening, it would be best to un-ally the country you think may want to invade you so their troops suffer from attrition and you give yourself a few years of truce time to prepare from imminent invasion. This method however is useless if their capital city is occupied with tons of defences before-hand and units can always be mass-produced around the player's capital if necessary. This is why pre-capturing is really only used against big late-game AI countries with troops far from the city.
As of recently, starting on an enemy city (Except declaring war on the nation's ally) is impossible to do.
