The Tui Manuʻa Confederacy was a political and cultural confederation of three islands in the Manuʻa Group of American Samoa: Ofu, Olosega, and Tau. The confederacy was founded around the 14th century and was ruled by a high chief, known as the Tui Manuʻa.
Under the Tui Manuʻa, the confederacy became an important center of Samoan culture and tradition. The Tui Manuʻa was responsible for maintaining the political and social order of the confederacy, as well as preserving the cultural and religious practices of the people. The Tui Manuʻa Confederacy was an important player in the politics of Samoa, and its rulers played a prominent role in the wars and alliances that characterized Samoan history. In the 19th century, the confederacy became a vassal state of the Kingdom of Tonga, and later came under the control of the German Empire and, subsequently, the United States. Today, the Tui Manuʻa title is still held by a high chief, who serves as a ceremonial figurehead and cultural leader for the people of Manuʻa. |

Strategy[]
Without a large manpower reserve and a large cash reserve, it is hard to expand further into larger countries such as Australia and
Indonesia, but this does not mean that you should just give up! Don't try taking a country that is 30 times bigger than you without proper cash and manpower reserves as your stability will fall apart. To mitigate the effects of war exhaustion and low stability, research the Political Technology tree, it has stability boosting techs. Choosing an ideology such as Nationalism is an option as well (although it is recommended to do this before any wars, since switching ideologies gives a temporary -3% hit to your stability). If the war is taking too long and your stability cannot handle the war any further, try to force peace terms on the enemy nation. If the enemy nation does not accept, you should just white peace to end the war before your nations starts to rapidly fall apart.
