Russian Empire, which ultimately blocks significant time to prepare for war. However, using smart moves can defend against Russia, which could emerge victorious, making Ukraine quite an interesting nation to play.

Ukraine has a lot of potential to enter the world stage as an European superpower. It has a decent manpower pool, along with a thriving economy, as well as reserving various resources, which can be used to maintain factories.
Ukraine Gameplay Tips[]
Playing Ukraine can either be very hard or very easy, depending on how Russia acts. It is very good to play if the person who is playing Russia is newer and not that skilled.
First thing you want to do is make a few troops, then develop the cities that you can. Start by justifying war against Moldova, and
Belarus, then try to ally
Turkey,
China, and
India, if you can.
Early on don't go for naval units, since you don't have that many ports. Once you've formed the Kievan Rus, try to change your ideology to Nationalism if you get the chance to. Nationalism and Fascism are very important because as Ukraine you'll have to invade a lot of countries to stay alive.

War Against Russia[]
Most of the time, Russia declares war against Ukraine, in attempt to form the
Soviet Union or
Russian Empire
Firstly, start making forts in Kiev and other eastern square cities, then start making infantry in multiple cities (preferably those near the fortified cities). When they're done training, move them to Kiev to make a one division, then make an army group and assign a good defensive general.
Construct some artillery, that is actively protected. Artillery will be used as a ground weapon to bombard incoming enemy units from sieging cities. Recruit aircraft, to disperse large hostile divisions.
Attempt to ally significant countries, that are player-controlled, so they can help you in the war effort, if there's a faction with a major power in it, try to join it. Also, when you have political power, change your conscription law to limited, and if you have a lot, to extensive.
Station a garrison in Kiev, to prepare for a mass defense against enemy forces. In an event of nobody allying you, or if people ally you but far or unvaluable, defend until the last stand, where the enemy player eventually leaves or offers a white peace.
Scorch cities if the resistance cannot withstand, besides the capital or other major cities. This will make cities harder to capture without suffering from attrition. Try inflicting as much losses as possible, so they rack up war exhaustion, thus giving them low stability.
After you're done with the war with your enemy , then go in a docile state, and start trying to rebuild the the economy after the war. Whilst, invade
Belarus and
Moldova to form
Kievan Rus.
If someone occupies the territory during a war, negotiate with them to white peace. If they already control it, try to offer a polite deal, such as buying the said lands to cede.
Once done, try to invade nations bordering you, that are weaker than you, and/or low skilled. If you can, try to form
Tips for Forming[]
In case of that Russia doesn't invade you and/or allies you, you can do this: Train some troops and form them into one division, you can split up, a bit, then assign them to a military group with a good offensive general.
Ally some nations, then start justifying on Belarus and
Moldova. If someone invades the required countries, try to offer a deal by requesting them to cede, or peace their invasion. If it’s completely open, declare war, capture, then form the
Kievan Rus.
Try to change your conscription laws to Limited if you can. Then you can start justifying on some AI nations. If you can, try to form Intermarium. Also, try to change to Nationalism/Fascism, because they can help with fighting against small nations.
In case of low stability, build civilian factories. Keep expanding, you can even invade a player nation, if they're weak or low experienced about the game. However, remember to support the nation, such as researching or activating policies.
If any major countries invades you, use Strategy 2, it can save you not only from Russia. You should also make some buildings, like developing and make recruitment centers.Trivia[]

Crimea since 2014, many players have suggested that Crimea should start as Russia.
Alternatively, some players have suggested that Russia should start with Donetsk and
Luhansk as they currently occupy most of these regions, although these territories were not occupied by Russia when the game starts (2019) so this suggestion is rejected.
