The United Baltic Federation is a formable located in the Baltic region. It can be formed by either 
Latvia,
Estonia or 
Lithuania. The flag is based off the short-lived state during World War I, the United Baltic Duchy
Background[]
The United Baltic Duchy, also known as the Grand Duchy of Livonia, was a state proposed by the Baltic German nobility and exiled Russian nobility after the Russian Revolution and German occupation of the Courland, Livonian, and Estonian governorates of the Russian Empire. It was proposed in April 1918, after Estonia and Latvia had formally declared independence.
The idea comprised the lands in Estonia and Latvia and included the creation of a Duchy of Courland and Semigallia and a Duchy of Estonia and Livonia that would be in personal union with the Crown of Prussia under the German Empire's occupied territory Ober Ost before the end of World War I covering the territories of the Medieval Livonia in what are now Latvia and Estonia.
Strategy[]
This is an easy formable. You may start as either Estonia, Latvia, or Lithuania as they both have similar starts. Latvia can invade them both from both sides, although as Estonia or Lithuania it may be easier, depending on your play style. However, you need to rush this as fast as possible due to the coming Russian/Polish invasion.
As Latvia borders both Estonia and Lithuania. After justifying, simply use an army of 60-80k to remove the armies of Lithuania and Estonia, and split them in half and auto-capture. If you are quick, you can do this by August or September 2019. Form it quickly, and you can use those newly conquered lands instantly.
However at this point, 
Russia or 
Poland would have justified on you. There is not much you can do but to fortify artillery in forts as you do not have many cities. Then hope for if Russia/ Poland peaces you. If they somehow do white peace you, your next goal is either Belarus, Ukraine, Poland, or the Nordic countries. The only other thing you can form is 
Courland-Livonia (as Latvia/Estonia). Estonia can also form the 
Finnic Union. Lithuania can form the 
Polish-Lithuanian Commonwealth. You might want to keep an eye on 
Sweden as well.
Economy and Manpower[]
The United Baltic Federation generates $448,769 income. It has a manpower cap of 180,000 and a manpower gain of 1096. Be sure to build some factories for income and stability (especially electronics factories.)

Geography[]
As part of the Great European Plains, the terrain of this formable is mostly flat.
During the months of December to February, the entirety of the Baltics will undergo a severe winter.

The United Baltic Federation has a total of 18 cities. With the combined population of 3,142,410.
Threats[]
Russia will be the biggest threat as they will take you to form the Soviet Union or Russian Empire.- Poland, if they manage to survive Germany or ally them, might annex some of your required lands for Polish-Lithuanian Commonwealth.
