- Japan needs West Papua for the Empire of Japan and might expand into Papua New Guinea as well.
- China, after taking mainland Southeast Asia, may expand into island nations and eventually take Indonesia.
- Southeast Asian powers other than Indonesia like Vietnam or the Philippines trying to form Federation of Southeast Asian States or simply expanding.
- Australia and rarely, New Zealand expanding into Melanesia.
- Any country wanting form the Oceanic Union, the Melanesian Federation, or rarely, Alam Melayu.
- Very rarely, United States may try to get a foothold on Southeast Asia or invading Indonesia.

Justify Conquest on nearby micronations and take them to seize their treasury, then start building factories and recruitment centers to increase manpower gain, as well as changing your ideology to Nationalism.
Afterwards, justify Conquest on Indonesia and start making submarines and spam infantry, once you declare, kill their home guard using Naval AI Luring and try take as much as possible, any other country invading Indonesia doesn't matter as long you take West Papua and they don't plan on invading the whole country.
After that, peace Indonesia and annex West Papua (or any other Indonesian territory if you want) and you can now form United Papua!

Releasable Cooldown Bypassing[]
Play as Indonesia and justify Liberation on 
Brunei or 
Timor-Leste and take their capital, go to Concede Terms and select West Papua in Release Countries and send in peace terms.
After releasing, switch to West Papua, justify Conquest on Papua New Guinea, kill their troops with AI Luring and try to avoid obstacles (the Semi-Mountainous terrain which slows down your troops and Jungle biome which cause you to take attrition) to take most of their cities and force peace them (make sure to click Select Cities in Annex Cities and select every territory or you will be stuck in a truce with Papua New Guinea being unable to form due to not having enough required cities).
