A referendum was held in the Comoros in the 1970s to determine the political status and future of the islands. The referendum was conducted separately on each of the four major islands: Grande Comore, Anjouan, Mohéli, and Mayotte.

The referendums aimed to decide whether each island wanted to remain part of the Comoros or pursue a different political path. The results of the referendums varied on each island.

Grande Comore and Anjouan voted in favor of independence from France and opted to join the newly formed independent nation of the Comoros. Moheli initially voted in favor of independence but later reversed its decision in a subsequent referendum and chose to remain an overseas territory of France.

Mayotte, on the other hand, voted against independence and decided to remain under French administration as an overseas department. This led to a divergence in the political paths of Mayotte and the rest of the Comoros, with Mayotte remaining under French control while the other islands pursued independence.

Strategy

1. Justify conquest on Mayotte.
2. Make 60k infantry, merge these infantry with your home guard.
3. Make a frigate with your remaining manpower and, once your manpower replenishes, make an artillery division.
4. Once you finish constructing them, declare war on Mayotte and bombard Mayotte with your frigate and artillery until it has <9k infantry.
5. Conquer the nation using your troops and annex Mayotte in the peace treaty. Once this is done, form the United Republic of the Comoros.
