Strategy[]
The country with the best chance of forming is Turkey.
Kazakhstan is another option if you know how to deal with
Russia and
China invading you early game.
First things first, you need to rush Consumer Goods. Get improve infrastructure policy and research Factory Output II. Create 1 Electronic, Fertilizer, Steel, Motor, and Civilian Factory. Make sure to begin selling the Consumer Goods to either AI or player nations for an extra money gain.
Justify on Greece or
Syria and simultaneously build some infantry and assign them to a General (ideally with either: Desert Movement or Attack/Defence). These are both required for the
Ottoman Empire which we will form for its free stability and manpower.
Keep justifying on nations you need for the Ottoman Empire and when completed, form it.
After forming The Ottoman Empire
Afterwards, ensure that you have a stable flow of Consumer Goods for yourself. Try not to spend political power as you will need it for Limited Conscription and for your chosen Ideology. At this point, focus on researching into Infantry Tech. Along with this, you could also create a larger Navy or Air Force if you wanted to.
Make sure to quickly invade Azerbaijan (and optionally
Armenia if you want to connect your land together) to stop Russia from getting it before you. Now, choose your Ideology and one by one invade through the Turkic states until you reach Kazakhstan. If you're lucky, Russia and China will be too pre-occupied with each other to worry about it. However if you're not so lucky, it has probably been invaded. If Russia owns it then you stand a chance at fighting. But if China owns it, then your best bet is a peaceful negotiation with them.
