Conscription Laws allow countries to adjust their manpower capacity by drafting a specified percentage of their current population. However, certain laws can have both positive and negative effects on internal branches of a nation, impacting factors such as base stability, tax income, starting military experience, military recruitment time, and building speed.

Converting a conscription law costs 200 political power, and being at war is a requirement for only 'Extensive' and 'Required' laws. Additionally, it's not possible to freely select any conscription law, as there is a spectrum that must be followed in order to change it. For example, one cannot convert from 'Limited' to 'Required' with one click, or vice versa.

Types of Conscription Laws[]

There are a total of 5 conscription laws in the game: Disarmed, Volunteer, Limited, Extensive, and Required. While each law introduces various modifiers, the primary goal of conscription laws is to adjust manpower capacity.

  • In the manpower modifier for table for each law is divided by three sections.
    • The abbreviations shown in the top, middle, and bottom are displayed by 'Downgrade To X', 'Move X > X', and 'Upgrade To X'. This represents how much manpower is raised or reduced from the preceding or succeeding level. For example, 'Downgrade To Dis.' from 'Volunteer' will reduce manpower capacity by -48.11%, while 'Upgrade To Vol.' from 'Disarmed' increases manpower capacity by +100%.
      • The middle slot is upgraded from the preceding level to the succeeding level. For example, 'Move Vol. > Lim.' means moving to 'Limited' from 'Volunteer' increases manpower by +150%.
    • 'Disarmed' and 'Required' only has two slots, top and bottom, because they are the first and last level, respectively.
  • 'Manpower Capacity' is the total amount of manpower a nation has, while 'Manpower Gain' is the amount of manpower being generated per 5 days.

Law Modifiers Notes
Disarmed
  • Lowest level of the spectrum. This law is usually deemed worthless along with its mild tax benefit.
  • One can obtain this modifier automatically by gaining the 'Disarmament' national modifier via a war treaty.
  • Japan Flag Japan is the only nation that begins with this law.
Volunteer
  • A vast majority of nations start with this law during the beginning of the game, with only a few that start with other laws.
  • This is the only law that provides no extra modifiers.
Limited
  • Many players obtain this law as it provides massive boosts to manpower with moderate drawbacks.
  • Russia Flag Russia, Switzerland Flag Switzerland, and Israel Flag Israel are the only nations that begin with this law.
Extensive
  • Can only be unlocked during an involvement of war.
  • This law is should only be activated during critical emergencies.
  • If this law is not switched to a lower law (which means no Required) after the end of the war, it will begin reducing stability by a constant -10%.
Required
  • Highest conscription law on the spectrum, which means it can only be unlocked via engagement of war, likewise to Extensive.
  • This law is considered the last resort during times of near-capitulation.
  • If this law is not switched to a lower law (other than Extensive) after the end of the war, it will begin reducing stability by a constant -10%.
