War exhaustion shares similar properties, mechanics, and functionalities with stability, but surrounds the field of war. The level of exhaustion can fluctuate from a scale of 0 - 10, depending on specific conditions. These conditions include total military losses a belligerent faces during combat, the amount of territory annexed (especially the capital city), the number of wars a country is engaged in, and external events.

As a result, stabilizing war exhaustion at a low rate is extremely crucial and vital to a country, especially during a long-term war, as having a high and uncontrollable exhaustion could lead to severe and critical consequences, such as harmful events/national modifiers, decreased stability (which could possibly lead to releasables declaring independence), diminished tax and manpower income, widespread unrest, and more.

Methods To Control War Exhaustion[]

There is a wide array of methods that could effectively increase or decrease the value of war exhaustion.

Increasing War Exhaustion[]

  • Engaging in one war automatically increases war exhaustion gain by +0.025. This number does not change when declaring on more than one wars.
  • Losing a significant amount of cities within your country, especially major and capital cities.
    • Losing control of your capital city gives a war exhaustion increase of +0.05 until you either retake it or move it to a different city.
  • Accumulating a heavy quantity of military losses, most notably over 5 to 10 million, during a war.
  • The amount of wars a country is simultaneously engaged in.
  • Foreign countries could fund rebels against you during war.
    • Although Funding Rebels does not directly affect war exhaustion, they are capable of skyrocketing Rebel Activity, which could lead to harsh national modifiers and events.
  • Mass scorched cities, particularly square cities, can greatly inflate war exhaustion, whether from manual scorching, bombers, to nukes.
    • Nuclear weapons impact the highest devastation towards a country's war exhaustion upon striking an important city, such as a megacity.
  • Certain events can result in an automatic war exhaustion spike (e.g., Strikers Make Demands).
  • The German Empire's formable modifier is the only modifier that raises war exhaustion at a slight percent.
  • The 'Armored Fist' military doctrine, located under the 'Manoeuvre Warfare' tree, passively increases war exhaustion by a slight +0.004.
  • Having the War Bonds Law active increases war exhaustion by +0.05 on Moderate and +0.15 on Maximum.

Decreasing War Exhaustion[]

  • Withdrawing from wars completely
  • Mitigating the number of military losses during combat.
  • Using both Security and Healthcare Spending can decrease war exhaustion, but the reduction percent varies on the level of spending.
    • This is more effective with reduced spending cost as you are less likely to get a deficit from spending.
  • The Socialism and Communism ideologies significantly decreases war exhaustion gain at a considerable extent, which is why many players use those two ideologies during long-term wars.
  • The The Last Stand event can automatically lower exhaustion.
  • Some formable modifiers, like the North Sea Empire, can directly reduce war exhaustion gain at a miniature level.
  • 'Stalwart Defense' and 'Arms from the Fallen' military doctrines reduce war exhaustion gain by -0.005 and -0.0075, respectively.
  • The Massed Attack doctrine path decreases war exhaustion taken from losses by up to 79%.
  • There are certain laws in game that decrease war exhaustion.
    • The "Propaganda Only" law in the Press Regulation section passively decreases war exhaustion gain by -0.03.
    • The "State Religion" law in the Religious Emphasis section passively decreases war exhaustion by -0.005.
